「災害防救基本計畫」鼓勵企業進行各項防減災工作，建立夥伴關係，分擔社會責任之觀念。如何導入企業的愛心及資源，有效整合政府執行災前整備、災中應變及災後復原之能量，成為目前面對天然與人為災害非常重要的課題。 行政院災防辦100年10月27日召開「民間企業（統一超商）參與災情通報合作會議」，開啟企業進行防救災合作。經濟部101年2月16日第1076次部務會議決議，增納24小時營運之中油加油站、台糖加油站、工業區及加工出口區廠商，共同參與災情通報合作機制。102年與民間企業(統一超商)合作於POS系統立即得知淹水防災資訊。103年舉辦「水利防災-企業論壇」，透過與民間企業、學術單位合作交流，擴大社會大眾對防災減災之討論，強化防汛抗旱的應變能力。104年規劃逐步落實企業參與災情查通報、水患自主社區、防災觀念宣導等機制，並針對企業認養意願進行調查，引入專家學者陪伴指導，而後召開說明會議及辦理成果宣導，達到促進民間團體參與水利防災推動各項合作制度及機制之建立。

Abstract Since the 921 earthquake (1998), the typhoon Morakot (2009), the Kaohsiung gas explosion accident (2014) and the 0206 Tainan earthquake (2016), a great deal of donations and resources from private enterprises have been delivered to the disaster areas. This not only relieves the government’s pressure on disaster relief, but also make people in the disaster area feel warmth. However, if there is not an existing comprehensive planning for the influx of a large amount of donations and resources in a short time, public will often have doubts on the using of the donations. The objective of this project is to effectively integrate resources from private enterprises and enhance the capacity of disaster relief, in addition, establishing the partner relationship between “Government-Enterprise-High risk disaster area”. Enterprises are encouraged to cooperate with communities in peacetime in high-risk areas. Emergency assistance can be provided in the event of a disaster and recovery assistance can be provided to the affected areas for environmental reconstruction and recovery. This project extends the previous achievements, reviews the operation mechanism of the water conservancy and disaster prevention resources matchmaking platform. This project continues to work with the Financial Supervisory Commission and the Taiwan Stock Exchange to integrate the concept of this project with corporate social responsibility and also to certify the hours of seminars or orientations which are held by WRA will be the number of class hours of listed OTC board directors and supervisors. Moreover, 13 counties and cities which include I-lan County, Keelung City, New Taipei City, Taoyuan City, Hsinchu County, Miaoli County, Taichung City, Changhua County, Nantou County, Hualien County, Taitung County and Penghu County and 37 flood-prone communities were interviewed to understand the suggestions of local government and community for enterprise cooperation. This project also interviewed 10 local SMEs and 5 listed companies to understand the idea of participation in the different sizes of businesses. This year, 20 enterprises and 8 NPO participated in the cooperation with 10 communities. Among them, there were one case showed enterprises invited enterprises to participate. There were two conference held in Taoyuan and Tainan in this year. In Taoyuan, 23 enterprises in local Taoyuan and 21 flood-prone communities attended the event, more than 400 people participated; in Tainan, 15 enterprises in local Taoyuan and 9 flood-prone communities attended the event, more than 80 people participated, furthermore, Tainan conference will be recognized by the Taiwan Stock Exchange as the number of class hours of listed OTC board directors and supervisors. Through the promotion of this project, we not only raise the understanding of the concept for how enterprises participate in water conservancy and disaster prevention, but also expand the choice of corporate social responsibility, enhance the willingness of enterprises to participate, establish a mechanism for participations, and successfully invites new enterprises.
