106年度五河局轄區洪水預警及防汛整合作業- Flood Early Warning and Flood Control Integration Project under the Jurisdiction of the Fifth River Mangement Office in 2017

水利署業於民國97年建立烏溪流域洪水預報系統,民國98年建立大甲溪流域洪水預報系統,可於颱風時期自動化啟動,進行即時資料蒐集,颱風定量降雨趨勢預報,集水區逕流、河川變量流模擬,並透過圖形及表格進行展示。
由於近年轄內流域多處河段進行整治工程,河川斷面等地文資料逐年變更,為能使洪水預報系統後續應用符合流域實際狀況,並依本局颱洪期間使用狀況做必要之功能擴充,洪水預報系統需要配合最新之量測資料進行更新與維護,並建置符合本局所需之預報功能模組,以增加系統維護與操作之效率,提昇洪水預報之品質。本局遂於民國99年接續辦理烏溪、大甲溪流域洪水預報系統之擴充及維護,民國100年將大安溪流域洪水預報系統之建置納入計畫執行,於民國101年辦理轄內洪水預報系統平台整合及維護更新,並於民國102年至104年皆辦理洪水預警及防汛整合作業,提供本局颱洪期間之即時資訊應用。
惟為因應本局轄區流域每年地文資料之持續調查更新,使該系統預警功能品質持續提升,並整併本局防汛作業,使防汛執勤人員能利用系統更快速精確的辦理防汛相關事項,並因應決策者所需各種資訊及模擬情境,須提供決策支援相關資訊,爰辦理預警系統之後續維護更新及防汛整合作業。

As the heavy precipitation event become frequently in recent years, water hazard mitigation authorities need to do analysis and decision making during typhoon seasons with stable and reliable flood early warning system as well as water information analysis and forecasting data integration, to improving flood control process and implementing emergency measures.
The 3rd River Management Office (WRA03) under Water Resources Agency (WRA) transferred the Distributed Runoff And Inundation Nowcast System (DRAINS) of the Wu River and Dajia River from WRA in 2010, and built the Daan River DRAINS in 2011. DRAINS is able to start automatically during typhoon period, performing real time data collection, typhoon quantitative precipitation forecasting, watershed rainfall-runoff and river unsteady flow simulation, and displays the results via images and tables. DRAINS can help people on duty to keep up with the flood information, analyze the water level errors of previous forecasts and learn the possible flood hazard area via map-style display to brief the flood information.
In this year, the basic data for the models are updated and maintained. The flood control map is updated, web display performance is improved by CherryPy web framework, the new cross-sections and the water gauge information are imported, and results of “Regulation Project of Flood-prone Areas” projects are translated into KML files and are installed in the flood control map.
A decision support system are implemented to perform scenario simulation with flexible flood information adjusting according to the current Wu River cross-section condition, supporting the flood control process and decision making in typhoon station duty.
A 24-hour service real time catchment discharge and river flow forecasting system of Dajia River is established to supply the river information for any time. A water and weather information web page is developed by the Responsive Web Design(RWD) technology, user can inquire real time observe or forecast water level and rainfall by this website by any handheld device such as smart phone or tablet.
Several function about administration affairs are integrated as a “Flood administration support system”. Flooding cumulative rainfall warning criteria are updated, when cumulative rainfall higher than the criteria, the control map will be highlighted the warning area to caution for notice. Flood SOP brochure document, flooding administration document in the nearly 5 years are downloaded available on the flood administration support system website. A program is established to produce flooding report automatically. Forecasting typhoon tracks, the warning level statement of county governments are combined on map website. Functions such as rainfall observation list, moveable pumper GPS tracking every 5 minutes, and the results of decision support system are established on the RWD website.
The CWB rainfall forecasting products, such as STMAS-WRF, WEPS-PM, QPF, are applied to DRAINS, and a semi-automatic reply system is developed to satisfy the demand requests by WRA in typhoon period.
During typhoon season, typhoon information, support on system operation and techniques are provided while WRA03 is designated as level-2 and level-1 facility. In the Nipartak, Meranti, Malakas and Megi typhoon this year, personnel are stationed for supporting.
This project improves DRAINS more realistic to the actual catchment conditions; accuracy is preserved, and extends related functions according to the demands on usage. In addition, flood control and survey work assistance are provided, making the flood warning and operation integration services improved and more efficient.
