本署第一至九河川局與台北水源特定區管理局(以下稱為執行機關)於97年起陸續設置遠端監控監管中心，並於該轄管河川區域內主要越堤道路、易生違規地點等設置監控站，以有效遏止河川內違法行為，於100年度起整合各執行機關監管中心之軟體，並導入熱點影像判釋系統及24小時全天候應變值勤，落實各執行機關遠端監控管理系統之影像差異事件通報、回覆與確認流程。 本計畫將持續進行署端「影像監控整合系統」及局端「遠端監控管理系統」的維護管理，以全天候遠端監控中心應變值勤及建置監控站設備檢核系統，以維持河川管理之影像監控品質，並透過r監控站數據分析與監控站改善建議、資料介接、發布與整合等系統功能開發，以利本署及各執行機關人員及硬體維護廠商，能即時了解影像異常事件之處理狀況及監控站設備的運作情形，並搭配3部移動式監控站之維運，以彌補固定站不足之處，以提升影像監控及遠端監控管理之執行成效。

Ultilizing the concept of Environmental Integration in 2011 to establish the Integrated Video Monitoring System which can help the Water Resources Agency (WRA) use single sign-on to integrate the monitoring information as well as real-time images from each river managemet office and set up the management machanism to collect the notification of unusual events.The river management information integrated by this platform also lets the information flow and improve efficiency at work. The established Remote Monitor Network Operation Center (RMNOC) ultilized the 24hour shifts and the operation of the emergency monitoring system to confirm the unusual events and the response procedures in 2012. We have also kept the river monitoring systems worked properly , proceeded with the monitoring project as scheduled and saved the cost of the on-site personnel and the maintenance expenses. This project continues to cooperate with the data release from the monitoring task force of each river managemet office and also processing the image as well as the data integration.We have already integrated 201 monitoring stations and 791 camera images from the First River Management Office to the Ninth River Management Office and the Taipei Water Management Office and received image difference from each river managemet office. Through the 24hour shifts of the Remote Monitor Network Operation Center and the operation of the emergency monitoring system to confirm the unusual events and the response procedures, there were 468 abnormal cases notified in 2016.The total cases which confirmed by each river managemet office were 68 cases. It can improve efficiency at river monitoring mechanism through this project.
