台灣地區降雨量因時空分布不均、優良壩址越來越少且開發不易，當前水資源開發政策之管理工作相對更形重要，目前除加強節約用水外，各開發案用水計畫書之審查與後續之追蹤，亦是掌握未來用水需求之重要措施。為掌握已核定各開發案用水計畫書之實際執行現況，提供用水計畫書審查業務之參考依據。水利署自民國91年起依據經濟部頒「用水計畫書審查作業要點」規定，逐年辦理查核作業，以網路申報、檢討會議及現地訪查等方式以瞭解已核定用水計畫書之實際現況用水、節約用水措施及回收率之執行情形，以適時調整計畫用水量，以有效掌握區域水源開發與調控，促進國家整體水資源之有效利用。 用水計畫查核機制於105年5月25日水利法修正公告施行第54條之3後已有法律位階授權，未來除已核定用水計畫查核外依據前條第6項規定既有開發行為實際用水量達一定規模且未提出用水計畫者，將另其補提用水計畫；故本委辦計畫目標達成制定輔導既有開發單位提送用水計畫作業流程，並完成兩示範用水計畫提送相關資料表單，俾利後續年度執行既有開發單位補提用水計畫作業順遂

Directions for Application Review on Proposal has been approved since 2003. According to the article 8 from it, a regulation is that whichever case of Water Usage Information of Development Project is approved, then the case has to be reviewed every year. This project firstly assisted the water usage review for 587 cases of WUIDP that were approved. Only 226 cases which have used more than 300CMD water were selected. These 226 cases were asked to do annual water usage registration and be the subjects for review. Secondly, the case proponents were reminded in three educational training courses that they needed to have the annual water usage information registered before the end of April. Among the registered cases, 3 cases were undeclared, 8 cases of WUR had exceed actual approved WUR, 32 cases had actual WUR less than 70% of approved WUR, 16 cases weren’t approved, 5 cases were allowed to have development permission but had not actioned and 3 cases that had variant outcome from that of environment assessment. All were accepted for following review. Moreover, 2 cases had been cancelled and every case complied with water-saving measures among all cases. The WUR of total cases during the review is 70 % of that in 2015 In accordance with Regulations for Review of Water Usage Plan, among 226 registered cases, 104 cases that complied with regulations of water quantity and development actions. From these 104 cases, there were 18 cases required to have variance analysis, including 14 cases for WRA, 1 case for northern region water resources office, 3 cases for central region water resources office and 3 cases for southern region water resources office. Those in variance analysis had reduced 4,933CMD WUR, and 7 site review cases had reduced 34,194 CMD WUR. After the completion of annual review in 2017, the total reduced WUR is 41,715CMD. Additionally, based on Article 54, Item 6 of Water Act, through analysis of those information from water usage for establishing industrial areas, objects of water fee collection, and all investigation information which collected since 2014, without any Water Usage Prospectuses, 41 industrial areas and 254 factories were selected to re-register their water usage information.
