台灣早期之河川發展與管理工作較偏重於治水與利水的水利設施,較少整體環境生態考量,近年來生態保育觀念抬頭,民眾對環境保護需求殷切,然而現有之河川生態資料無法滿足工程單位進行生態環境保護規劃、設計之需求,故需調查或補充現有資料之不足,並整合提供各界做為河川環境規劃、訂定河川環境管理計畫、河川環境營造計畫、河川保育復育計畫及河川治理計畫工程規劃、布置、設計及施工時生態維護考量之參考資料。
「河川管理辦法」於民國91年5月訂定發布後,賦予河川管理當局訂定「河川環境管理計畫」之權責,將河川管理帶進兼顧防災減災與環境保育之新紀元。爰此,水利署水利規劃試驗所於民國91年著手規劃河川情勢調查工作,引入日本的「河川水邊國勢調查」及「河川整備基本方針」等環境基礎資料調查作法,利用詳盡的生態調查與河川調查,進而辦理工程環境分析,來提升生態治河工程品質,期能達到永續發展的最終目標。另水利署為規範各所屬機關辦理所轄中央管河川情勢調查作業之項目、方法及要求,以建立一致性的河川環境基本資料,業於104年1月16日以經水河字第10316166710號函頒「河川情勢調查作業要點 」作為辦理河川情勢調查之參據。
花蓮溪水系位於台灣東部花蓮縣境內,為中央管河川,主流發源於中央山脈丹大山支脈之拔子山(海拔高1,755公尺),主流全長約57.28公里,集水面積約1507.09平方公里,平均河川陂降約1/285,流域範圍則涵蓋萬榮鄉、光復鄉、壽豐鄉、萬榮鄉、鳳林鎮、秀林鄉及吉安鄉等6鄉鎮。花蓮溪水系生物資源豐富,水利規劃試驗所於民國91及92年針對花蓮溪主流及木瓜溪、壽豐溪、萬里溪、馬太鞍溪、光復溪等5大支流進行河川情勢調查,惟經年已久,為瞭解河川環境及生物特性之長期變化、充實現有之河川生態資料,並掌握自民國92年至105年間河川治理之影響,爰於106年度起分3年再次就本水系進行全面性生態環境及河川情勢之調查,以瞭解水系環境及生態變遷。

Early in Taiwan rivers development and management was more emphasis on use of water and control of the water, however the ecological environment is less considerate. In recent years, the government and people would like to have better quality of lifestyle and more care about the concept of protecting ecological environment because of economic development and the increasing of revenue. Currently, the river management is not only about reducing and preventing the disaster, but also including river ecological environment concern and conservation.
In this project, our team intended 31 survey point to conduct environmental factor investigation and ecological survey, and selected 4 place to be two-year seasonal survey point. These points are described as follows: Hua# 3- jian ying Bridge(Monkey Cave), Hua# 9-Hualien Bridge(downstream of Hualien River), lau# 2- huai ke Bridge and Ma’an1- Dama dyke.The investigation includes four successive seasons. The project have to carry out the environment investigation.We use hand-held measurement instrument for flow of velocity in high flow period. the comprehensive index of the water quality analysis the main of Hualien River and tributaries. The water quality was good, while the water quality showed poor due to the amount of silt or surrounding farmland drainage in some samples. The water temperature measurement results without the abnormal value. Biological investigation have been completed for three seasons in the year, including plant, land biological and waters biological.
As mentioned above, the project plan conducted to collect investigation, analysis of evaluation. However, the project designed the basic environment map, the degree distribution of Nature, large scale and small scale ecological location map. Through Rapid Habitat Ecological Evaluation Protocol (RHEEP) and Stream Environment Rapid Assessment System (SERAS) methods, the data display poor river environment quality on Hua# 1-Dafeng Road, Hua# 2-Chenggong Bridge and shou# 3-downstream 3 kilometers Xinfengping Bridge, the remaining are well. The project conducted a community visit on October 16, 17,2017, and collect opinions of team work in the basin. Let everyone know that Investigation of Stream Status with their advice.
