The 9th River Management Office (RMO-9) has started the Advance planning of flood forecast system establishment in 9th River Management Office jurisdiction areas project in 2012, and continued by Integration of flood warning and flood control operation in 9th River Management Office jurisdiction areas in 2013. Currently, the flood and inundation forecast system in Hualian River and Xiuguluan River are implemented, and are now able to provide in-time flood information and inundation analysis in typhoon events. 2014 has enhanced map-based display and data upgrade as well. Personnel dispatched has executed in 2015 and 2016. The main objects of this year are:
1. System maintenance and data update: System is updated and maintained at least 1 times to ensure normally operation.
2. Modules parameters calibrated and verified: Parameters are calibrated and verified by using the observed data of typhoon NEPARTAK in 2016 and torrential rain 1011 in 2017, respectively. The calibrated results showed that the water level difference between the Hualien River Basin was within about 0.9 meters and the calculated peak arrival time was 1 hour earlier; The calibrated results showed that the water level difference between the Shuaguluan River Basin was within about 0.3 meters, and the calculated peak arrival time was 1hour earlier, both of which reach the verification target. Hualien River basin and Shuaguluan River Basin verification results showed that the forecast water level compared with the observed water level were overvalued, the gap between 0.35 ~ 0.01 meters, and the calculation of flood peak arrival time control in advance 1 hour or at the same time, reached the model to forecast as the primary task.
3. Map-based display expansion: The Map-based display system is updated the system using the latest data. Embankment, revetment, flood volunteers, disaster resistant community, flood installations are received and displayed on the system.
4. Instant flow frequency analysis system and automated fax notification system update and maintenance: In addition to the function of maintaining the Instant flow frequency year analysis, the automatic production fax notification function has been newly added as a water level station and can be automatically brought into the unit by the system to enhance the work efficiency of personnel.
5. Instat water feature maintenance and access: In addition to maintaining access to CCTV imagery from the Water Resource Agency (WRA), at this stage coincides with the replacement of the Hualien County Government Hydrological Information Server Vendor. Upon the exchange provided by the Hualien County Government, the information can be displayed on the flood control map immediately.
6. Forecast information automatic uploading module maintenance: The project provides a total of 72 reported hydrological information to the Nine Rivers Bureau reference, and cooperate with Nine River Board in 0601 torrential rain, typhoon NESAT and HAITANG and torrential rain 1011 event set up period. In addition, during the establishment of the WRA, the nine river stations will be notified to upload irregular data to the WRA from time to time.
7. Typhoon and torrential rain forecasting results analysis report: After entering the Nine Rivers Bureau, the project will compile a typhoon report and submit it within one month after the incident. The report will cover such topics as typhoon dynamics, hydrological information, response team operations and the impact of the disaster.A total of 5 typhoon and torrential rain forecasting results analysis reports have been submitted for this year (106): torrential rain 0601, typhoon NESAT and HAITANG, typhoon HATO, typhoon TALIM, torrential rain 1005 and torrential Rain 1011.
8. Continued sources of quantitative rainfall forecast products referral: The project completes the official rainfall quantitative forecast linked to the Bureau of Meteorology in the DRAINS system and is set up at the host and in-company backup host of the Bureau and has been tested correctly. The flood events in this year can be normalized and flooded as scheduled forecast calculation results.
9. Automated SMS function update and maintenance: The automatic SMS function of this project can send normal newsletters when various weather reports (torrential rains and earthquakes) are issued by the Bureau of Meteorology. After the tests and the review of the actual cases, it is now possible to provide relevant information on weather warning and water conditions with stability.
10. Forecast information automatic uploading module maintenance: In accordance with the direction of the WRA, the project completed the development of automated upload function in 104 and was set up at the host machine and multi-subsidiary backup host and tested correctly. The torrential rain events before the mid-year of this year can be completed at the same time as WRA requests, uploading of EXCEL files including qualitative forecasts, XML files for quantitative forecasting, PPT files with briefings to the WRA for FTP.
11. Investigation of Preparedness and Flooding Survey: This year, a total of 5 flood marks have been replaced in this project. These include the replaced before the flood season in May, the torrential rain 0601, the typhoon NESAT and HAITANG, typhoon HATO and the torrential rain 1011. Flooding survey of the project started the incident as torrential rain 1011 events. The total flooding area about 36 hectares, the depth of flooding ranging from 0.15 to 1.00 meters, mostly farmland or road.
12. Establishment of Hualien River Basin and Shuaguluan River Basin decision support system: The project has completed the development and construction of a single version of the flood forecasting system, the primary objective is to allow users to self-hydrological conditions according to different conditions and the latest combination of information and parameters of the data presented a variety of situations to understand the water changes in various situations.
13. Responsive Web development: A Responsive Web Design based webpage is established.It provides convient operating to obtain real time informations.
14. Personnel dispatched and forecast information suggestion: 72 water information reports are provided in totally 11 events this year. Personnel are dispatched into RMO-9 for 168 man-hours during torrential rain and typhoon period.
