為維持水庫庫容，本局持續辦理陸挖及抽泥等機械清淤工程的規劃設計，惟傳統陸挖清淤運輸的處理方式，受限於道路容量，清淤數量有限，且清運過程易造成鄰近區域空氣汙染及增加交通負荷等問題，且因淤泥品質不佳，經濟效益低、出售不易，其運移所費不貲且效率不佳，棄置地點亦是難題，至於現行抽泥放淤回歸河道，須考量有否充足空間、通洪斷面等相關問題。
水庫的興建乃為蓄留水資源，卻也因此阻斷的河川原有搬運泥沙的作用，造成海域砂源減少，近岸區域逐漸侵蝕後退，若能將淤積於水庫之淤泥，透過經濟且有效率之方式還沙於海，將有助維持水庫之庫容與永續經營，並維持海岸線的平衡，爰提本計畫書，藉由相關資料的收集評估，規劃阿公店水庫與牡丹水庫抽泥入海方案，做為水庫後續運轉管理之參考依據。
英文摘要
Due to the gradual reduction of the excellent dam sites available for the construction of reservoirs in Taiwan, the construction of reservoirs will also become increasingly difficult. In order to maintain the capacity and well function of A-Kung-Tien and Mu-dan reservoir, this project intend to provide a suitable idea for dredging and pumping slurry from the reservoirs to the shore.
