行政院業已核定五大重要河川之流域整體治理綱要計畫，目前五大重要河川流域之河川防洪治理工程已完成近八成。因此現階段應以河川資源經營管理為目標，將傳統流域整體治理目標由流域整體防災治理轉為防災及河川資源經營管理並重之目標，故綱要計畫可轉型為河川資源經理綱要計畫。 上述轉型過程中，應以河川資源化為主軸，透過河川內現有土砂、水量利用、水質(水污染)等課題，透過基礎資料建立及問題探討，利用水利署及科技部既有模式及研究成果，延續以資源化角度提出解決對策，達河川保育及活化資源利用為目標。例如，以往土砂供建材使用之有價料外，其餘視為無價料尚需以廢棄土清運，但河川中下游易淤積河段其土砂粒徑組成依河道坡度及集水區特性有不同的礫石、砂及沉泥組成分布，若能進行河川經常性淤積潛量分析及其物理及化學特性調查，在活化土砂資源原則下調整泥砂物理及化學性質，或許能將棄土變成烏金；另在河川質(水污染)問題上，亦可透河川水質觀測及污染傳輸模擬分析，進行污染源節點管制(由目的事業單位落實，環保單位取締，土地使用污染改善等)，將具污染源河段，透過河川本身自然淨化與調整能力，轉變成一條乾淨河川，提供河川高灘地使用、生態維護及水量利用等更多正面管理選項，達到河川流域經理及以河養河之永續治水目標。 因此，本計畫目的為延續水利署既有相關研究成果，以河川資源化為主軸，透過土砂資源利用策略、河川水質改善及水量利用策略探討，研擬河川資源經理策略，強化現行河川治理與管理面向，作為後續流域整體治理綱要計畫修正參考。

Taiwan is located at the junction belt between the Eurasian Plate and the Philippine Sea Continental Plate with characteristics of fragile geology, steep slopes and large river flow. During the summer and autumn seasons there are frequent typhoon and storm events that result in severe sediment erosion and transport. The planing of sediment management at a basin mainly belongs to three government departments in Taiwan, which are the Water Resources Agency, the Soil and Water Conservation Bureau and the Forestry Bureau. Sediment yield and runoff in river basins of Taiwan with a characteristic of highly unsteady and non-uniform distribution that caused dramatic changes of erosion and sedimentation in the river and the coast. So the objective of sediment management in Taiwan should maintain the stabilization of topography in the downstream river and the coast. Although flood and sediment may cause disasters, they also bring some natural resources. Therefore, in order to develop resources management strategy, it is necessary to analyze the movement of flood and sediment in the typhoon season and water quality and quantity in the dry season. The project is related to the natural riverine environment and covers the topics of water resources and water quality, dredging, coastal erosion, ecosystem restoration and land use management, etc.
