為釐清氣候變遷對水環境的影響程度,據以規劃與推動調適策略,並建立跨域整合機制,本(水利)署自98年執行「氣候變遷對水環境之衝擊與調適研究」計畫,在防洪策略部份,迄今已完成因應氣候變遷臺灣五大流域(淡水河、大甲溪、濁水溪、曾文溪、高屏溪) 等相關研究。惟面對氣候變遷的挑戰,歐美日等先進國家都積極推動多元防洪策略,其中包含將排水系統與交通路網整合,以提升都市(或地區)防洪能力。
臺灣山高地小,河川陡長流急,近年都市高度發展下,已嚴重壓縮防洪空間,尤其氣候變遷影響下,水太多之極端水文現象頻仍,實宜參考國外將排水系統與交通路網整合之經驗,爰此成立本計畫,以進一步研究分析此方法如何在地化,並使水利與交通領域建立整合機制。
英文摘要
Recently, global climate change, rising of air temperature, sea temperature, and sea level are all resulted from greenhouse effect. Taiwan which locates in the Northwest Pacific typhoon main passing through path encounters more severe annual rainfall bring by typhoon. Southwesterly flow also brings more extremely short-duration rainfall intensity and volume. The extreme rainfall percentage of total annual rainfall is in an increasing trend. Small plains and high mountain in Taiwan generate the steep slope and fast-flowing rivers which often causes complex disasters. Huge economic losses and social costs had been paid due to flood annually. More and more public facilities and roads are constructed under highly urban development which severely compressed the drainage and flood control space. Thus, we should adopt foreign integrated experiences of drainage systems and transportation road network to localize and build adequate integration machanism of hydraulic flood control and transportation road network.
Refer to the experience of flood control system in foreign metropolitan areas, with the use of Taiwan’s geography, weather conditions adjusted according to local conditions in order to promote the drainage system and traffic network integration. It is suggested that the road transport flood strategy should be structurally integrated with the existing urban sewer system, abbreviated as "gray system". In recent years, Taiwan has introduced low-impact facilities in urban areas, for example, (using permeable paving and rain garden as an example) collectively called as "green system", a wide large of management units such as river drainage and hysteresis facilities under the jurisdiction of the Water Resources Department are called "blue systems and collectively called as "green, gray, blue system". To develop a suitable drainage system and traffic network integration strategies, include green land LID facilities, AC flood lag pool, street green road, road transmission flood and other solutions and combined with the existing sewer system in Taiwan where the current concept of promoting a low-impact development facility to create a "sponge city", based on the urban planning of traffic network facilities and drainage systems, various solutions are put in. The results show that urban planning will integrate the two major facilities of water conservancy and transportation into a viable green / gray / blue solution interface. It also can serve as a future urban planning for climate change and reference for flooding control strategies. Creating the city which is self-adaptation, (not afraid of flooding, and lack of water, temperature regulation) it is also match with the spirit of promoting the forward planning water environment.

本研究探討氣候變遷下的防洪策略,重點在於整合排水系統與交通路網。研究發現,都市發展壓縮了排水空間,導致淹水問題。透過分析國內外案例,提出將道路設計納入排水考量,並參考國外「3M系統」(微、次、主排水系統)概念,結合低衝擊開發(LID)設施,形成「綠色、灰色、藍色系統」整合方案。研究建議透過跨域合作機制、修訂法規,並將休息站、匝道、分隔島等交通設施轉化為滯洪空間,以提升都市的防洪韌性,打造更具適應性的韌性城市。
