「曾文溪流域整體治理綱要計畫」已於104年6月1日經行政院核定(中華民國104年6月1日院臺經字第1040026141號)，由各目的事業主管機關本權責執行，本局擬依據「現行重要河川流域整體治理及經營管理推動協調機制」蒐集各單位之業務資料與推動績效評估。鑒此，著手辦理本計畫。

“Overall Governance Outline Plan for Zengwun River Basin” was approved by the Executive Yuan in June 1 2015. And the Ministry of Economic Affairs sent an official document on February 7, 2006 to explain the overall basin management and the promotion of coordination mechanism and procedures by the manager. This project has been to collect the river basin authorities annual implementation plans and the implementation of the outcome of 2017 and scheduled annual work matters of 2018. After that, the annual work report of 2017 and the implementation plans (2018) of the Zengwun River Basin was delivered before March 31, 2018 to the Water Resources Agency for inspection. The plan evaluates the performance through the implementation rate of funds and the achievement rate of performance indicators. In 2017, the implementation plans of various agencies were divided into 11 strategies, for a total of 70 implementation plans. The implementation of the strategy plan as expected progress, and the implementation rate of the various strategic funds are as much as 75% or more. The plan also illustrates the current important issues in the Zengwun River Basin and analyzes the effectiveness of various government agencies in implementing the plan on important issues. Among them, "Maintaining and Increasing Reservoir Capacity" has shown that the siltation rate has been decreasing over the years. As for the "Regional Drainage and Flood Control", no flooding has occurred since 2014. "Water Environment Construction" includes all aspects of water and development, water and safety, water and the environment and needs to be actively promoted by various agencies.
