台東海岸線狹長，自長濱鄉樟原村至大武鄉達仁村約172公里，略呈東北～西南走向，沿岸多屬山岩峭壁，砂岸間雜於岬角間，但底床多陡峭，砂灘狹窄，加上面臨太平洋，受深海巨浪直接衝擊，在海岸地區自然條件上屬於高致災潛勢區域；此外，因沿岸可供開發腹地有限，過去海岸社經發展多呈零星、分散型態，防護需求與整體防護效益難以兼顧，更增加海岸防護及管理工作的困難度。因此，在本局有限的人力與資源情況下，過去實施之海岸防護工作，普遍僅能就具有明確保全對象或災害好發區段，採取因地制宜之防護措施因應。同時，就所轄岸段依據海岸防護與環境營造改善需求，進行相關監測調查工作。整體而言，對於以往所轄管範圍的海岸防護及基本資料監測調查工作，本局多已依據海岸發展情勢，持續進行必要之因應與檢討。

The main purpose of the project is to investigate and analyze the basic information (including bathymetric and topographic surveys), coastal hazard potentials and protection needs for the Coastal Protection Plan in the Taitung coast area, and to propose measures to be taken as a follow-up protection plan of the reference. The study area is at the south of Taitung Coastline, which is between Mawu river to Tawa river. The range of bathymetric and topographic surveys is about 41.5 km, where is between San-chien police station in shanyuan coast (13km), the coast along Li-Jia river to Taimali river (17.5km), and the area from Da-niao elementary school to Anshuo river (11km). And the topographic surveys were completed at 106/5/9; the bathymetric surveys were completed in 106/5/5~106/5/16. Based on the field survey data and sea conditions, the wave run-up and overtopping is estimated from the empirical formula, and to check the safety of the existing coastal protection facilities on the southern section of Taitung coast according to the protection standards developed. In all the results of the assessment at the present stage, there are three sections of coastal protection structure which have a failure threshold of structure weight checks, are Fu-gang seawall, Fengyuan and Du-lan(II) (III) coastal protection structure.
