臺灣近年受氣候變遷影響,旱澇加劇,乾濕季分明的南部地區若遇長期枯旱情形,水資源運用效益更成重點。曾文水庫與烏山頭水庫自民國63年起即採串聯運用,惟曾文水庫之放水量與烏山頭水庫之取水量,長期以來存在不平衡情形,除烏山嶺隧道及西口側損失外,造成曾文發電廠放流口至東口間損失可能原因有曾文溪河道滲漏、水流水面蒸發、河岸蓄水等損失。本局於民國89及99年曾辦理兩水庫間流量量測計畫,透過現地量測估算輸水損失並提出建議,惟無法達成水平衡之情形持續存在。因應電廠至東口堰間輸水專管及東口堰上游側存疑剪裂帶等議題,期利用最新流量量測技術,辦理整體輸水系統人工量測及長期固定式監測設備規劃,進行曾文水庫至東口間輸水滲漏調查,並提出改善對策。
英文摘要
Zengwen Reservoir and Wushantou Reservoir have been united working since 1974. However, the amount of discharge between the outflow of Zengwen Reservoir and the inflow of Wushantou Reservoir have been unbalanced for a long time. The purposes of the study are to analyze the amount of discharge and evaluate the water loss between Zengwen Power Plant and the water intake of the Wushantou Reservoir. The latest flow measurement technology, M9 Acoustic Doppler Current Profiler (ADCP), is adopted and applied in this study.
There are two steps of this project, the first step is artificial measurement at the high (50cms), medium (40cms), and low (30cms) discharge. The results show that the difference of discharge rates between the outlet of Zengwen Power Plant and the Zengwen Power Plant, the Dongkou Weir and the Xikou Power Plant are about -0.43%, 0.72% and 1.70%, respectively. The difference in the amount of discharge from the outlet of Zengwen Power Plant to Dongkou Weir and the Xikou Power Plant is not significant. The second step of artificial verification analysis shows that the difference of discharge rates between the outlet of Zengwen Power Plant and Zengwen Power Plant, Dongkou Weir and the Xikou Power Plant are about 1.02%, 0.20% and -0.41% respectively. There was no significant difference in the discharge rate between the outlet of Zengwen Power Plant and the Dongkou Weir, Xikou Power Plant as well. The difference between the two steps was about 2.11%.
According to the second step instruments, SL (ADCP) and IQ+ (ADCP), for flow observation, the results show that the difference of discharge rates between the SL of Zengwen Power Plant and Zengwen power plant, Wushanling tunnel entrance IQ+ and Xikou Power Plant are about 0.16%, -2.31% and -10.29% respectively. The reason for the difference in the amount of discharge between Zengwen Power Plant SL and Xikou Power Plant is that the natural overflow of the Xikou Vertical Shaft is not evaluated. The natural overflow water of Xikou Vertical Shaft during the two Reservoir united working should be evaluated to clarify the differences of discharge. In addition, according to the two-step measurement results, there is no significant difference in the amount of discharge between the upstream of the Fracture zone and the downstream of the Fracture zone, which indicates that the difference of discharge between the upstream and the downstream of the Fracture zone is not obvious.
In order to continuously observe the overall discharge and water delivery during theuniteed power generation of Zengwen Power Plant and Xikou Power Plant, we strongly suggest the discharge observation instruments should be frequently checked and improved. The systems at the present stage of the two reservoirs should be carried out and additional observation equipments supply the current observation information to clarify the difference of the outflow and the inflow of the two reservoirs.
