我國近年來深受氣候變遷所導致的災害所苦,其中因強降雨或風災所引起的淹水,土石流,河川潰堤等大規模的區域型災害日漸增多,致使河川治理規劃不再是局部,單一區域的,而是需要有通盤考量並且需有跨域,跨部會合作的思維.就河川治理而言,因應災害潛勢劃設河川治理線後,除了降低河域臨近區域淹水外,也將伴隨出現治理策略之副產品,其中之一即為浮覆地.對於日漸擁擠的都市土地而言,浮覆地不啻為一處可善用發展的土地;因此,地方政府企需積極與水利機關共同思考如何善用浮覆地,以提高社會經濟效益.

Our country has been suffering from disasters resulting from climate changes in recent years.Facing the increasing amount of large-scale regional disasters caused by torrential rain or typhoon,such as flood,debris flow,and dike-break,we definitely need the river governance based on overall consideration and cross-field cross-ministry cooperation instead of just the localized and single-region concept.As for increasingly crowded urban lands,the floating land can indeed become a good choice for land development;therefore,local government should actively work with the water conservancy authority to investigate the proper utilization of floating land in order to enhance the social and economic benefits.
