Flooding disaster emergency could easily lead to significant loss of life and property of the people. Over the years the flooding situation have often informed by people or related personnel, resulting in missing the best time for disaster relief operations. The inundation situation cannot be immediately handled, such as flooding depth, inundation extent, and damage losses.The project continue the ongoing flood monitoring function of the Water Conservation Department’s First River Bureau of the Ministry of Water Resources in the "Renewal and Maintenance of Flooding Range Monitoring System for the Yilan Area in Year 104", and updated the regional real-time water level monitoring equipment and numerical terrain (DEM) ) To strengthen the immediate flood information assessment system and integrated geographic information system to help improve the accuracy of flood information in the disaster response to control real-time information and judged flooding to provide the most rapid flooding of information, Reduce the information gap caused by the development of the error situation, and by the establishment of the relevant information on the relationship between regional flooding.The immediate monitoring system for flood disaster is to provide timely flooding information by collecting topographic data of Yilan area, selecting suitable monitoring water level gauge or arranging small-scale recorder observation, and providing GIS information analysis and display platform so that decision-makers can fully and At the same time master the scope of the flooded areas and flooded depth; due to limited funding, Yilan yearly planning the main waterlogging area of the water level monitoring equipment, currently in Yilan River Meifu drainage 5 water level meter, Dongshan River 3 water level and The water level indicator of the Dekuchou Stream can be automatically monitored by automatic transmission, while some areas still need to perform flood monitoring by manual observation.Meifu drainage update mapping area of about 741 photos, covering an area of about 2 square kilometers, the production of 10 cm precision orthophoto and 0.7m × 0.7m DEM.
