台灣全島雨量豐沛，年平均降雨量高達2,500公釐，為世界平均值的2.5倍。然而降雨集中於5月至10月之間，佔全年雨量的四分之三，且大部分為颱風帶來的豪雨。由於降雨於時空間上分佈不均，因此極易發生水災，經常對台灣各地區造成嚴重災情。鑑於工程措施確有其侷限性，近年自主防災社區的成立已有降低災中傷亡之成效，藉由推動水患自主防災社區相關工作，以增加民眾對水災防災認識並藉由社區實際之水災防災作為，減輕水患對人民生活之衝擊，達到零傷亡之目標。

In 2006, Ministry of Economic Affairs, R.O.C. promulgated "Flood Prone Areas Flood Control Plan." One of the items is developing Community-Based Flood Risk Management (CBFRM). This plan was terminated on January 28th, 2014, then County (City) Government continues this task. Therefore, there are already 384 communities including 20 counties and cities involving this project. The project period is between April 2nd, 2016 and March 31st, 2017. 1.Set up three professional contact windows in the North, Central, South, and East regions: One person is responsible for managing all information by these three windows. 2.Provide the community activities related to WRA and local government (1)Quarterly reports for the disaster prevention preparation. (2)Seven reviews for storm events and typhoon events. (3)Five reports for operation of CBFRM. (4)Helping 14 meetings related to CBFRM. 3. Hold evaluation and awarding ceremony of CBFRM (1)Prepare 500 propagandas. (2)Prepare 500 flashlights. (3)Prepare 1,400 plastic cups. (4)Prepare 100 publications. (5)Prepare 100 power banks. (6)Provide performance evaluation indices. (7)For evaluation seminars with 283 participants. (8)Initial evaluation, re-evaluation, and in-situ assessment for 163 communities, which have 44 in the North region, 55 in the Central region, 40 in the South region, and 14 in the East region. 4.Improve the capability for disaster prevention skills (1)For national workshops with 266 participants. (2)Select 4 highlight communities in the North, Central, South, and East: Baiqui village in Pingzhen, Taoyuan; Tanqian village in Dachan, Changhua; Yongle village in Linbian, Pingdong; and Maichou community in Yilan city, Yilan. 5.Maintain and update the information systems (1)Develop databases for CBFRM. (2)Prepare education and training materials for river management offices, local government, and operation manuals. 6.Record activities of CBFRM (including videos and photos) (1)Prepare feature stories (5 ~ 7 minutes). (2)Make a micro-film with placement of concepts related to CBFRM. 7.Provide improvement suggestions for CBFRM 8.Assist administrative affairs (1)Help or participate 28 project related meetings. (2)Release four presses. This project is to assist Water Resources Agency (WRA), river management offices, and counties (cities) government for improving their capability for flood disaster prevention. Hope the proposed suggestions can be valuable reference for future decision making.

本計畫由經濟部水利署主辦，財團法人成大研究發展基金會執行，旨在提升全民自主防災能力。計畫期間為105年4月至106年3月，涵蓋20縣市共384個社區。 主要工作包括： 1. **成立三區專業管理窗口**：協助計畫推動，並建立聯絡機制。 2. **執行105年度水患自主防災社區評鑑及表揚**：製作宣導品，辦理評鑑說明會、初評、複評、現地訪評，並舉辦成果發表及表揚活動，共評選出9處特優、16處優等、24處甲等社區。 3. **提升全民自主防災能力**：舉辦共識營、座談會及全民工作坊，強化鄉鎮市區公所角色，擴大經驗交流。 4. **維運水患自主防災社區資訊系統**：更新系統介面，提升易用性與美觀性，並擴充資料庫。 5. **記錄社區運作**：製作專題報導、影音記錄等。 6. **研提策進建議**：參考國外經驗，提出簡化評鑑、調整制度、延長時程等建議，以期強化社區自主性與永續經營。 計畫透過多項工作，有效促進了水患自主防災社區的推動與發展，並為未來防災工作提供寶貴的經驗與建議。
