在民生用水需求及推動經濟建設發展上，自來水是一日不可或缺之重要資源，至103年底全台灣自來水普及率為91.81%，已達先進國家水準，惟仍有部分地區民眾因位處偏遠或其他因素，尚未使用自來水，為瞭解尚未接用自來水地區的用水情形，以為後續作為改善民眾用水環境的依據，爰研提本計畫，先就三縣市轄區內，調查分析台灣自來水公司供水範圍內，未接用自來水的地區與探討民眾未接用自來水之原因；另亦蒐集分析台灣自來水公司供水範圍外民眾的用水情況。

In 2015, 93.68% of the population in Taiwan has access to potable water. Although this percentage is on par with most developed nations in the world, there is still room for improvement. The purpose of this study is to survey and assess areas without access to potable water in Kaoshiung City, Nantou Country and Taichung City. Through site surveys, and interviews with the local residences, the project assesses the reasons, problems, and potential solutions to improve water supply problems for areas that has no access to public water supply. In Kaoshiung City, 95.70% of the population has access to public water supply. Due to the abundance of groundwater in the area, most of the population in the area has access to cheap private wells. Therefore, there is little incentive for the residence to be connected to the more expensive public water supply. In the mountainous area of the county, most of the population has access to small water supply or spring water. In Nantou County, only 78.37% of the population has access to public water supply. The main water source for those without access to potable water supply is also groundwater. Many townships and villages in Nantou are located in mountainous areas, and are far out of reach from the current public water distribution system, making it difficult to extend the system to those areas. In Taichung City, 95.15% of the population has access to public water supply. The main water source for those without access to potable water supply is groundwater. The project analyzes the unit cost of the construction and maintenance for the current water supply system to be extended to each township or village within Kaoshiung City, Nantou Country and Taichung City, and each township or village’s overall interest to be connected. Through a system of evaluation, it is recommended that areas including Zhuliao village and Jilai village in Kaoshiung City. Also Zhongming village and Sansing village in Nantou County, as well as Dongan, Dadong, Datong, and Guoxing villages in Taichung City to be listed as top priorities for the public water supply system to be extended to.
