圖書典藏及影音數位平台

本署掌管全國河川、水庫等水資源，以及管理維護全國河岸堤防、海岸堤防、水門、抽水站等水利設施，每當豪大雨、颱風、旱災發生時，本署即成立經濟部水利署緊急應變小組，並針對全國性的水情即時監控、災害受損情形掌握及防救災資源的調度處理。 目前本署於水災、旱災應變值勤時，主要利用災害緊急應變系統進行預警、監控、通報、訊息彙整等多項任務，本系統歷經敏督利、艾利、辛樂克、莫拉克、凡那比、梅姬、南瑪督、蘇拉、天秤、蘇芮、潭美、鳳凰、蘇迪勒颱風等考驗，實質有效輔助水利署進行防災應變作業，並提供予本署及所屬機關與防災相關單位使用。然隨著本署相關計畫的實施及資訊科技的發展，災害緊急應變系統、防災資訊服務網亦應與時俱進，故辦理相關功能升級確有其必要性。

Water Resources Agency used to operate Disaster Emergency Response System to make multiple tasks, such as early warning, monitoring, reporting, information collection in floods, droughts strain when on duty. In recent years, the disaster awareness improves, the number of website visitors reach tens of thousands one day during typhoon, showing people`s demand of obtained the hydrological and alert information during typhoons and heavy rains. However, with the development of the information technology, disaster emergency response system, disaster-information service network should also progress. These jobs of the project summarized as follows: 1.Parallel upgrade without affecting the existing system operation, in addition to a comprehensive upgrade of the system architecture and performance tuning, synchronization of the database automatically added to the automatic transfer mechanism, automatic site traffic load balancing, centralized sharing of cache information Services, creating a high availability system operating environment. 2.Based on business needs of WRA and the use of advice to strengthen system functions and provide a friendly user interface. Include the source of disaster automatic connection, facsimile SMS notification interface upgrade, adds drought response area, build the data entry interface, effectively enhance the system performance and business performance. 3.The disaster emergency response system will be upgraded, include site pages, system environment, directory structure, database, backend web services, user interface, and site satisfaction surveys. 4.In order to improve the availability and stability of the service, the Mobile Water Information APP (including Android and IOS) will be upgraded to reduce the ineffective push-out behavior and improve the serviceability and stability. 5.According to the new rainfall classification system of Central Weather Bureau, the system should be modified the logic and related services, including disaster emergency response system, the disaster emergency response system, the Mobile Water Information APP, push service, alert early warning mechanism. 6.The facilities earthquake notification system maintenance will update the GIS layer of the water conservancy facilities this year (the actual situation will be based on the newest map data), and simultaneously modify the system functions and add a notification background checker. 7.Other technical support activities of the Water Supplies Department, including system training, coordinating with the contingency center, participating in disaster prevention promotion activities, coordinating the disaster notification exercise and information security related operations.

這份文件是經濟部水利署「105年度防災應變系統更新及資訊網升級建置」的計畫報告。由於民眾防災意識提升，行動水情APP及防災資訊服務網的使用量逐年增加，現有系統資源已不敷使用。 為此，計畫進行了以下主要工作： 1. **系統架構升級與高可用環境建置**：在不影響現有系統運作下，進行平行升級，強化系統架構、效能調校，並新增資料庫異常移轉、網站流量負載平衡及集中共享快取等機制，打造高可用運作環境。 2. **系統功能強化**：依據水利署防災業務需求及使用者回饋，優化系統功能，提供更友善的操作介面，例如災情來源自動介接、新增旱災應變專區、建置河川局填報資料介面等。 3. **防災資訊服務網升級**：進行網站頁面、系統環境、資料庫等升級移轉，並持續進行滿意度調查以精進改善。 4. **行動水情APP升級**：針對Android及iOS版APP的訊息推播元件進行版本升級，提升服務可用度及穩定性。 5. **配合氣象局新雨量分級制度**：修改系統判斷邏輯及相關服務。 6. **水利設施地震災害通報系統維護**：更新GIS圖層，並修改系統功能。 7. **其他技術支援**：包括系統教育訓練、進駐應變中心、參與防災推廣活動等。 整體而言，此計畫旨在提升水利署防災應變系統的穩定性、效能及使用者體驗，以更有效率地應對日益頻繁的複合式災害。
