為釐清氣候變遷對水環境的影響程度,據以規劃與推動調適策略,並建立跨域整合機制,本(水利)署自98年執行「氣候變遷對水環境之衝擊與調適研究」計畫,在防洪策略部份,迄今已完成因應氣候變遷臺灣五大流域(淡水河、大甲溪、濁水溪、曾文溪、高屏溪) 等相關研究。惟面對氣候變遷的挑戰,歐美日等先進國家都積極推動多元防洪策略,其中包含將排水系統與交通路網整合,以提升都市(或地區)防洪能力。
臺灣山高地小,河川陡長流急,近年都市高度發展下,已嚴重壓縮防洪空間,尤其氣候變遷影響下,水太多之極端水文現象頻仍,實宜參考國外將排水系統與交通路網整合之經驗,爰此成立本計畫,以進一步研究分析此方法如何在地化,並使水利與交通領域建立整合機制。
英文摘要
Recently, global climate change, rising of air temperature, sea temperature, and sea level are all resulted from greenhouse effect. Taiwan which locates in the Northwest Pacific typhoon main passing through path encounters more severe annual rainfall bring by typhoon. Southwesterly flow also brings more extremely short-duration rainfall intensity and volume. The extreme rainfall percentage of total annual rainfall is in an increasing trend. Small plains and high mountain in Taiwan generate the steep slope and fast-flowing rivers which often causes complex disasters. Huge economic losses and social costs had been paid due to flood annually. More and more public facilities and roads are constructed under highly urban development which severely compressed the drainage and flood control space. Thus, we should adopt foreign integrated experiences of drainage systems and transportation road network to localize and build adequate integration machanism of hydraulic flood control and transportation road network. The following is a summary of each chapter:
Chapter 1 preamble: origin, working items, contents and schedule of project. To complete the expected progress of this year by reviewing the integration possibilities and modes of hydraulic flood control and transportation road network, systematic analyzing methods, detailed research procedures and specialized division of labour.
Chapter 2 collecting and analyzing foreign and domestic integration cases of drainage system and transportation road network. Analyzing and discussing the causes of domestic flooding events which are problems of road design itself, regional systemic issues and maintenance management problems. Using foreign integration cases of drainage systemsl and transportation road network to recommend applicable concepts and strategies to Taiwan. Domestic road drainage systems are classified as road ancillary facilities and their designs are based on determined road longitudinal slope in current road design processes. Although design priciples, such as the size of gutters and the relationship between water inlet density and catchment area, have been set in relative design protocol, different specilty training process and experience may cause imperfect designs of drainage system during road designing and reviewing process leading to that there still had flood capacity in downstream but the gutter overflow had happened in upstream.
Chapter 3 interviewing involved parties to determine keypoint problems. By interviewing the authorities of road maintainace management and hydraulic units of county and city governments to understand current improvements and difficulties while dealing with flooding issues and to probe keypoint problems and coping strategies for future promoting references.
Chapter 4 analyzing the possibilities of integrating domestic drainage systems and road network and adequate location. Explaining current relationship between transportation road network and drainage system in Taiwan to estimate the integration potentiality and to choose screening factors of adequate locational analysis for integration program evaluation of future cases.
Chapter 5 analyzing the differences of elevation design baselines between transportation road network and flood control construction. Understanding the differences of elevation design baselines between transportation road network and flood control construction to estimate the interaction between two constructions and to use as integration foundation.
Chapter 6 evaluating feasibilities and effectiveness of using road network gutters as flood diversion paths. Explaining the possibilities of integrating road network and drainage systems and adequate locational analysis. Choosing two urban planning zone to do flooding case simulation analysis and benefit assessment.
Researching relative laws and regulations for proposing the cooperation mechanism and holding conference between specialist and non-governmental organization are in order to achieve the integration goal of hydraulic flood control and transportation road network.

本研究旨在因應氣候變遷導致的極端降雨,提出將排水系統與交通路網整合的防洪策略。研究分析了國內外案例,探討了道路設計、區域系統性及維護管理等淹水成因,並訪談利害關係人以釐清關鍵課題。研究評估了整合潛力與適合區位,分析了高程設計基準線的差異,並評估了路網邊溝作為分洪道的可能性。最終,研究提出了合作機制與配套法規,並以台北市基隆路及新北市汐止區為示範區進行模擬分析與效益評估,旨在建立適合台灣地區的水利防洪與交通整合機制。
