本署自94年起正式推行公文線上簽核系統,落實「無紙作業」開啟重要首頁,自系統上線以來,除滿足本署台北、台中兩地三處辦公區間公文文書作業需求,亦提昇公文傳遞及簽辦作業處理效率,進而,更將導入線上簽核系統成功經驗,推廣至所屬水資源局,大幅提昇本署及所屬機關施政效率與機關形象,同時改善各水資源局分地辦公之公文傳遞、簽辦作業處理效率。
英文摘要
Since 2005, Water Resources Agency, MOEA, officially launched Documents Online Approval System, the implementation of "paperless" operation in the first place. As the system is on the line, in addition to meeting our Taipei, Taichung two-site-three-office documents process requirements, but also to enhance the document transmit and processing efficiently. Furthermore, this experience has successfully extended to each Water Resources Bureau and its subordinate agencies, significantly enhance administrative efficiency and organization image. Meanwhile, Water Resources Bureau also improve each subdivision office of document delivery and approval processing efficiency.
Water Resources Agency, MOEA, Documents Online Approval System has been formally launched on 2011 On October 3. The system also has been successfully extended to 15 subordinate agencies in 2011 in December to 2013 in June.
Because the System Architecture employs the cloud concept of centralized configuration, then the actual number of connections will reach 2,500 units or more. Document system operations due to complicated procedures and the system architecture is immense. How to ensure stable and reliable operation of the system, running good performance, refining software features, improving service quality, strengthening management coordination, and compliance with information security regulations, are important in the future management objectives of the system. However, the combination of professional and technical experienced vendor to achieve the above management objectives is an essential success factor; consequently, we need to found this maintenance and functions improvement plan.
Major projects and scope of the current year
Project goals
A. The objective of this project, to implement document system operational efficiency, service quality and information security management, and to develop background maintenance subsystem, and its database tuning and user training.
B. This shared version of the Documents Online Approval System includes “Document Flow Control Module”, “Document Editing Module”, “Document Online Approval Module”, “Document Imaging Module”, “Electronic Document Exchange Integrated Modules”, “Electronic Bulletin Board Module”, ”The File Management Module”, “Documents Online Auditing Module”, “System Management Support Module”, “System Security Control Module”, “System Information Services” totally 11 system modules maintenance and advisory services.
C. In this project the Water Resources Agency and its subordinate authorities documents online approval system version of the program updates, database, operating system, application software, and user-related operations and related services mainly maintenance and operation.
Project Scope
The major work items of this project are as follows:
1. Documents online approval system operation and maintenance services.
2. eClient electronic document exchange system maintenance.
3. System function expansion.
4. Other related matters.
Project Achievement
A. To increase document maintain quality and process efficiency, to decrease the problem rate, and customer satisfaction reached 98.52%.
B. To conduct new staff and system operation strengthen training course. To distinguish training course between new colleagues and enhancement training course.
C. Although Overall satisfaction has reached more than 93% from interim/closing survey results, system performance is still need to be improved. We should continue to review and improve.
D. This year we have conducted the system performance monitoring, investigation analysis reports as one of the reference to enhance the performance. To achieve a real-time monitoring purpose, we also have designed work related reports of for system management staffs.
E. To enhance the system service quality, and to strengthen the training course of customer service staff.
