近年來隨著民眾環境生態意識的抬頭，不只重視既存的生態環境，也期望優質工程的開發，因此本(水利)署對於水庫集水區管理與治理，更要求能盡量降低工程對環境生態衝擊。自98年辦理石門水庫整治計畫，開始發展生態檢核機制，99年各工程主辦單位(如水土保持局、林務局、公路總局)於石門水庫上游集水區內保育治理工程全面填寫生態檢核表。100年起於曾文南化烏山頭水庫部分治理工程試辦生態檢核工作，並研析運用成效，以作為改善之基礎。 自101年起，原則於曾文南化烏山頭水庫集水區內新建工程均應辦理生態檢核作業，於102年全面執行功能生態檢核機制，至104年底已累積112件工程生態檢核案例，共擬定379項工程生態保育對策，有鑑於「曾文南化烏山頭水庫治理及穩定南部地區供水計畫」之水庫集水區保育治理工作時程將屆期滿，需針對輔導工程案例進行科學化及系統性之成效追蹤及評估，為本計畫之執行重點工作。 本計畫將以歷年辦理曾文、南化、烏山頭水庫整治計畫辦理經驗，以輔導工程主辦機關辦理工程生態檢核工作，進行水庫集水區工程生態檢核成效追蹤，辦理成果展示推廣及教育訓練，並更新曾文、南化及烏山頭等水庫集水區工程運用生態檢核成果展示圖，藉由生態專業團隊提供棲地及物種特性，釐清可能生態議題，並在既有之工程生態檢核基礎上，強化文化資產保存之功能，進行影響預測與減輕對策研擬，以落實工程生態保育與人文資產底蘊共存的環境。

The project followed the experiences of Zengwen, Nanshua and Wushantou reservoir rehabilitation projects in previous years. The project assisted the organizer to handle the project ecological check and had a follow-up survey of the previous ecological check to understand the effectiveness of the project ecological conservation measures. This project guided the Chia-Nan Irrigation Association, Southern Region Water Resources Office, and Taiwan Water Corporation to implement the ecological check on 11 engineering projects. There were 41 ecological strategies, including 7 minimizations and 34 mitigations. The locations of 11 engineering projects and an endangered turtle (Mauremys mutica ) were updated on the exhibition map of Zengwen, Nanhua and Wushantou reservoirs. The working manual of ECRWP (draft) was revised completely and published by WRA with the title of ‘Implement Manual of ECRWP’. This project also had a follow-up survey of 112 engineering projects proceeded during 2011 to 2015. Besides 19 untracked projects (unfinished, canceled or without ecological issues), the others were completed. The assessment of 352 ecological strategies presented the effectiveness: the good of 81.8%, fair of 11.6% and bad of 2.6%. According to this effectiveness, the upland river regulation shall consider 9 main strategies; the landslide treatment shall consider 7 main strategies; the irrigation works shall consider 8 main strategies, and the road works shall consider 5 main strategies. In addition, the photos took before, under and after the construction were collected. Vegetation and aquatic habitat assessments indicated that habitat restoration would be reached in two to three year after construction. In this project, experts, scholars, and NGO members were invited to visit the engineering projects with ecological strategies, and the ecological check was earned the recognition by all visitors. This project also provided a training course and a total of 48 trainees attended. The overall satisfaction of this course was over 90%. In early November, a poster of the ecological check was published in ‘the 12th International Conference on Hydroscience & Engineering’ in National Cheng Kung University. It also collected the compendium of ECRWP, the ecological check tables over the years, and the advocacy brochures to update the information on the advocacy website of ‘Plan for the Conservation in Zengwen, Nanshua and Wushantou Reservoirs and the stable water supply in Southern Taiwan’. The overall results of this project were successful in assisting reservoir managers to incorporate conservation engineering practices and implementing the education and promotion work.
