依102~103年完成之都會型淹水損失研究成果，建立全省不同縣市洪水災害損失合適之區域調整機制。此外，擬收集整理建置相關社經圖層，建置洪水災害損失評估模組，並完成洪水災害損失評估系統之研究。

Due to unique geographic location, Taiwan is frequently suffering from floods caused by typhoons and heavy rainfall. As the density of economic development is increasing, flood damage is becoming more severe. Flood risk management is therefore a very important task for the government. Flood damage assessment is the basis of flood risk management and relevant policy decision making. The Water Resources Planning Institute (Water Resources Agency, Ministry of Economic Affairs) completed flood loss field surveys of four metropolitan areas (Taoyuan, Yilan, Taichung and Kaohsiung) and established flood depth-damage models in 2013 and 2014. However, the areas suffering from floods in Taiwan are not only restricted to the four metropolitan areas being investigated. In case a complete field investigation is planned to be conducted over Taiwan, it is expected to consume tremendous of manpower, materials and time costs. Following the results obtained for the four metropolitan areas, this project then proposes to explore an approach for the established flood depth-damage curves being adjusted for practicing in other areas with a more appropriate planning of integrated flood mitigation. Furthermore, flood damage assessment system is to be established for drainage planning. For convenient practices of flood damage model results applied in drainage planning, this project intends to establish a flood damage assessment system in two years and also to set up a socio-economic exposure databank for references in flood mitigation planning. The project tasks include: data collection, socio-economic exposure layer data analyses, flood damage adjustment mechanisms (residential, agricultural, and industrial areas), structural design and planning of flood damage assessment system, and preliminary establishment of flood damage assessment modules. This project has collected relevant data, and aggregated the counties data over Taiwan into 40m by 40m grid based GIS layers. The flood damage adjustment mechanism for the residential areas is to use the synthetic curve method to establish flood depth-damage curves for condominium and single-family houses. The flood damage adjustment mechanism for agricultural areas is to take into consideration of growth periods for different crops. The flood damage loss estimation is then established for paddy rice, scallion, spinach, cabbage, watermelon and potato. The flood damage adjustment mechanism for industrial areas considers the adjustment factor, and then establishes the model of industrial and commercial loss estimation. Five function modules for the system are deliberated, and they are flood data upload, flood damages assessment, risk analysis, data management and user account management.System functions include flooding data upload, flood damage assessment, risk analysis, data management and account management.
