南化水庫位於台南市南化區,鄰近曾文水庫與旗山溪,水資源來自曾文溪支流後堀溪、高屏溪支流旗山溪(越域引水)及其相關集水區,每日供應台南及高雄地區60萬立方公尺水量,並可支援高雄地區原水最大達每日50萬立方公尺,為台灣南部地區亟重要之水源設施。民國98年莫拉克颱風來襲,造成南化水庫淤積,迄今水庫庫容僅餘9,794萬立方公尺,淤積率達38%,嚴重影響水庫運轉操作及供水。
為穩定南部水資源調度、防止南化水庫持續淤積及因應未來新水源需求,經濟部水利署水利規劃試驗所(以下簡稱本所)自99年度起辦理南化第二水庫調查規劃,南化第二水庫除可維持本身永續經營外,具有(1)促進南化水庫永續利用;(2)增加南化水庫及高屏堰系統聯合運用供水潛能;(3)提高南化水庫防洪能力等3大功能。100~101年度完成初步規劃階段相關調查工作,並自102年度起辦理可行性規劃階段工作。
本(105)年度依循「水源開發規劃作業規範」(草案)於可行性規劃階段賡續辦理水庫運用規劃及潰壩安全研究工作,以研訂水庫運用機制與水力排砂策略,及進行潰壩模擬分析,以規劃安全警報系統及緊急應變計畫,作為後續計畫推動之參據。
英文摘要
The development of Nan-Hau Second Reservoir is currently at the stage of feasibility planning. It aims to provide adequate water to enhance hydraulic flushing of the existing Nan-Hau Reservoir, to allow the entire tandem reservoir system advancing toward sustainable utilization. This project studies the joint operation strategy of both reservoirs for steady water supply and optimal schedules of empty flushing.
In addition, the impact of dam break and the corresponding emergent plan are also studied. In order to have an effective control of dam-break disaster and adopt appropriate countermeasures, it is necessary to determine the possible influence range after dam breaks. If Nan-Hua Dam breaks, it will cause damages to the settlements of Yushan and then gradually affect Yujing, Danei, Shanshang, Shanhua and other areas in Tainan over time. To cope with the large-scale disaster of dam-break, mobilization of a large amount of manpower and disaster prevention and relief resources are required. Therefore we should refer to the disaster prevention and response mechanism of Taiwan and set up Tainan City Disaster Response Center (mayor serves as the role of commander) led by Tainan City Government, along with district offices as contingency assistance. Meanwhile, the reservoir management unit should become a member of Tainan City Disaster Response Center and similar response team should be organized as supporting system.
