為能穩定供水及強化中部區域水資源運用與管理，以滿足大台中地區民國130年用水需求，經進行大甲溪流域水資源開發評估後，初步勘選出東勢潭之可能開發場址，本計畫擬進一步針對可能開發場址周邊之環境生態調查，以瞭解本計畫區域之環境生態及開發建設對大甲溪溪流生態系統可能之衝擊。

The preliminary planning of Tungshihtan Artificial Lake includes artificial lake area, water diversion channel, and water purification facility pipes. If Tungshihtan Artificial Lake is to develop in the future, it is estimated benefit items include: land habitats reduction, farming area reduction, increase diversity of flora and fauna, and reduction of chemical pollutions. It is suggested the development area should avoid secondary forest area and good land/water habitat area. The project should carried out in phases with reduced amount of concrete facilities. The lake area should have gentle slope. The water diversion channel should put various habitats in consideration with reduction of night lights and noise. Later, the project should follow-up by the environmental education of the community with promotion of leisure and tourism of Tungshihtan Artificial Lake.
