水利規劃試驗所(以下簡稱本所)為維繫與民眾、企業、學術研究機構、非政府組織等之間之知識共享關係，並配合資訊公開政策及將本所部分重要訊息暨研究成果整合各子網站資料，以提供更多民眾了解水利知識、訊息。 隨著本所執行知識管理所累進的知識庫，規劃將知識透過網站揭露與流通，故對於網站功能的操作、便利性也應有分析與架構上之更新建置之必要，且本所目前運作中之全球網站為多年前建置，其內容、功能、版型已不敷目前訊息萬變資訊環境使用，擬更新建置「本所全球網站」，並以此網站做為資訊發布通道，冀能提供各界水利規劃與試驗之資訊窗口。 爰此，擬藉由辦理「水利規劃試驗所全球網站更新建置計畫(1)」，進行功能分析與架構更新建置，引用相關成果資料以創造全面的資訊網站，建立本所專業之形象

Since its inception, the Global Website of Water Resources Planning Institute (hereinafter referred to as the “Institution”) has continued to provide a wide range of knowledge outcomes of planning, research and experimentation of water resources, rivers, and regional drainages. In order to provide information, carry out the website operation, further diversify the presented information, and enhance more website visitors to understand the knowledge and information of water resources, the Institution updates and renews its global website in 2016, which not only makes the operation more intuitive and digs information more easily, but presents the abundant water conservancy planning achievements and historical water conservancy collections as well. Furthermore, it builds up a platform with convergences of practical experience and professional water information that deepens visitors’ impression for the professional image of the Institute. In 2016, we completed the following items: planning the citation framework for internal and external database, the establishment of Water Resources Planning Institute’s global website, extending the maintenance of Digital Archival of Water Resources Planning Institute’s Cultural Relics, the maintenance of Employee Information Portal, and performing the stress testing and web accessibility testing. The updated and renewed global website of Water Resources Planning Institute is designed on the basis of visitor’s angel with a purpose to understand the real needs and thoughts of the users. After dozens of meetings and discussions as well as the collection of expertise in various fields and repeated review and communication, a knowledge classification structure was set up to re-write expertise of being difficult to absorb to a simple and easily understandable way. With the increasing popularity of mobile devices in recent years, the proportion of visitors holding mobile Internet access has increased year by year. In order to attract more visitors, this global website also adopts Responsive Web Design (RWD) for the first time.
