為加強「曾南烏穩定供水計畫」施行時公共對話，本局於101~102年度針對該計畫中曾文水庫治理之水庫減淤、漂流木因應、水庫排砂工法及操作等三大議題辦理「曾文水庫治理擴大社會參與」計畫，然因前述三項議題具較高程度的水利技術及知識專業，經檢討實際操作成果，在公民參與層面尚有不足。為更有效地經營管理曾文水庫，「103年度公民參與曾文水庫經營管理推動計畫」，針對曾文溪上、中、下游及曾文水庫周邊區里進行民意深度訪查、建置溝通平台、公民參與模式具體運作及民意回饋，並提出短中長期公民參與推動規劃。「104年度公民參與曾文水庫經營管理推動計畫」除持續進行民意訪查及回饋外，藉由公私共同學習水議題及水庫經營管理，捲動利益相關者、公共議題關切者等人相關組成共學圈，併同紮根基礎教育，辦理培植小公民向水學習營，期使在水環境與曾文水庫經營管理等面向，建立更多公私部門間理性對話基礎。 經由前述計畫執行，目前已初步建立曾文水庫經營管理面向持續性對話基礎，包括對於曾文溪及曾文水庫水環境與綠色旅遊兩議題意見掌握、對話窗口、共學圈及與民溝通基礎資料。然在該條例施行的最後一年，為綜整101年至105年公民參與曾文水庫經理政策之歷程與成果，期藉由執行「105年度公民參與曾文水庫經營管理推動計畫」，進一步訪談及收集曾文水庫水文化歷史故事，並持續辦理共學圈成長課程活動及小公民向水學習營，編撰公民參與曾文水庫經營管理歷程總報告，為未來更多、更長久的曾文水庫經營管理共學、對話、協力共同形塑可持續經營管理之最適政策等，豎立階段性里程碑。

The theme of the interview was mainly on the development of water conservancy in Jiaonan Plain and Zengwen Reservoir. The program was divided into prehistoric culture, traditional irrigation in Zhengqing period Water conservancy (1624-1895), modern water conservancy technology and industrial management in Japan (1895-45), water contributions and challenges (1945 to date) since the post-war and Zengwen reservoir construction, Outline of Water Culture History. The project will be held in the Zengxi River Basin Sustainable Development and Management Seminar, Climate Change South Water Resource Adaptation Seminar, Reservoir Green Economy Seminar, Inviting stakeholders of the basin to participate in joint learning, cooperating with the sustainable Zengwen River Basin Discussion, South Region Water Resources Inter - regional Cooperation and Citizen Participation Modes, Zeng Wen Reservoir Green - collar Economy - Cascade Package Co - operation Program. Through the above discussion, the plan proposes the management strategy to continuously promote citizen participation in the Zengwen Reservoir Management in the aspect of regular operation and management, it adopts a sustainable integration method involving the participation of stakeholders to promote citizen participation for a long time. In order to ensure that planning results are able to solve technical problems that are consistent with the core values of sustainability and justice, we need to cooperate with the "decision support system" to establish sustainability indicators that include: water balance, material flow analysis, energy footprint, health impact, finances, Institutional comparison, fair analysis. Long-term collection of cultural stories in the groundwater, water conservancy environmental education research and development lesson plans. Access to water conservancy and water heritage assets in the area and to learn from the experience and knowledge of the water cultural wisdom. For the project aspect, the proposed short-term reservoir on the Zengwen River and flood control measures for citizen participation.
