排水環境與民眾生活息息相關，排水除防災外應尋求環境營造之可能性，本計畫目的為尋找區排周邊潛在環境營造的在地社區、社團或個人等協力單位，經由民眾參與著手，落實當地民眾參與及實際關注區排環境的目的，具體推動區排環境營造。計畫中試行簡易區排環境營造設施，並教導在地參與者該設施之施作、維護與管理方法，進而增加環境營造效益。

The aim of this project is trying to find potential collaborative partners, including local communities, groups, or people which are willing to working together to develop the future vision of the neighborhood of regional drainage system. This project is conducted in the format of workshop participated by these members to develop the consensus. Two advantages of the practice are encourage people to join and pay more attention in the environment of drainage systems and increase the benefit of environmental development. This practice is a good model of public private partnership and could be used for future drainage system environmental development. This project classified regional drainages to three types, urban, half-urban and country according to the proportion of urban planning area and the land-use in the drainage area. Furthremore, the selection of cases in the project is based on some indices (water quality condition; ecological/environmental potential, high typical quality, NGO/NPO/Government’s attention). Eventually, Han-chi Drainage, Jiu-lu-kang-xi Drainage and Hou-si-di Drainage were selected to be the experimental cases in the project. For each demonstration case, we held 4 workshops (by interact with local people; training courses; school cooperation; small experience activities; awareness promotion) to enhance the awareness of public participation. Gradually, reaching the group’s vision and consensus of environmental development issue. In addition, creating the opportunities for potential organizational communication between each other by held 1 session that sharing the phased results. In summary, this project proposed specific recommendations that can enhance the willing for public participation and strengthen the benefits of discussion by the experience from the 12 workshops. These recommendations can be used as the strategy for the drainage workshop’s up-coming operating and other workshop’s reference. In the end of the project, related program results and experiences had been compiled into an easy-understanding reference model for people/government/NGOs who start to promote the drainage landscape development workshop in the future. And the phased results were recorded by the form of calendar with workshop images and audio film, to provide more efficiency benefits of message transmission.
