This project is based on the relevant implemental strategies and executive items of “Long-term planning of hydrological data collection in Taiwan Second Stage (2015~2020)” which approved from Executive Yuan. This is a two-year project (2016~2017) and the goal of this project are providing the basic data for sustainable management of water resources, improving river environment and strengthening disaster prevention and reduction through assisting promote new mid-term development plans based on “Long-term planning of hydrological data collection in Taiwan” for the purpose of Taiwan long-term development needs.
The project is including 1. Assisting promotes the long-term policy of hydrologic data observation technique; 2. Integrating and application about hydrological cloud service framework; 3. Assessing hydrological station conditions and field works; 4. Value-added application of hydrological analysis and design; 5. Hydrological analysis integrated technical services; 6. Enhance the talent training of hydrological service. The results of this year are summarized as follows:
1. Assisting promotes the long-term hydrological business development and planning
(1) Assisting in advancing long-term development of hydrologic data collection in Taiwan
This project accomplished collection and suggestion with 2015 year’s reports of“Long-term planning of hydrological data collection in Taiwan Second Stage (2015~2020)”. Which used performance indicators, review and recommendations on the effectiveness of the implementation of the review report.
(2) Conducting a review of the network of hydrological station for surface water and the station classification management evaluation
The completion of the hydrological station network review and the station classification management evaluation of 11 drainage basins in the Central Taiwan and Eastern Taiwan resulted in the following preliminary conclusions:
a. For network of rainfall stations, there are 6 stations of Water Resources Agency with high degree of overlap with the stations of the Central Weather Bureau after comprehensive evaluation.
b. For hydrological station network, it is proposed that the 51 stations of the Water Resources Agency be classified as first-class and 5 stations of water level observation of the Water Resources Agency should increase the flow observation.
Integrating and application about hydrological cloud service framework
1. Hydrological observations data quality control platform building plan
The hydrological observation data of the Third, Fifth and Ninth River Management Office are automatically checked and the traceback code mechanism of the hydrological observation data is constructed to provide backtracking and questioning of the data at each stage.
2. Hydrological design auxiliary operation platform building plan
Completing the planning of hydrological design auxiliary operation platform architecture and submission mechanism of hydrological analysis report of management processes. Completed the module of the hydrological analysis tool (HydroTooL) download and hydrological analysis specification download, and compiled the hydrological design parameters update and value-added research results to provide hydrological analysis and application of practitioners.
3. Hydrological database maintenance and information query expansion
The value-added data base main structure of Water Resource Agency are “hydrological statistic”, “hydrological designing” and “hydrological situation”. In hydrological statistic part, we renewed gauge station numbers. In hydrological designing part, we collected treatment planning report, documented summary results of the control points and table and designed query interface. In hydrological situation part, we build regular and irregular hydrological situation analysis report eBooks. The goal for doing these three parts is for enhancing data retention, management and applications, providing the necessary hydrological related applications queries.
Assessing hydrological station conditions and field works
Based on the existing manuals of surface water hydrological observation of Water Resources Agency, the project aims to improve the observation quality by assessing site maintenance and observation process for the River Management Office. The assessment of hydrological station conditions and field works of the Fifth River Management Office has been completed this year. The draft of the manual of surface water hydrological observation has been completed and revised in the light of the current assessment results.
Value-added application of hydrological analysis and design
1. Revising the operational manual containing technical guidelines on hydrological analysis
This project is based on the existing operational requirements of the Review of the Hydrological Analysis Report of the Water Resource Agency, the frequent recurring errors of the analysis units, the opinions of the review committee, and summarizes the relevant value-added applications for hydrologic analysis to complete the preliminary edition of operational manual. The experts of the hydrological analysis were invited to consult and discuss on November 24, and specific recommendations were made in "the manual positioning", "case scenario" and "value-added screening" to serve as a reference for revision of operational manual next year.
2. Taiwan Hydrological Analysis Application
(1) For updating the Horner Formula of Intensity-Duration-Frequency curve, we updated 110 rain-gage coefficient of Horner formula in the Southern Taiwan of the Water Resource Agency and Center Weather Bureau. The analysis will be continued for the Northern Taiwan, Central Taiwan and Eastern Taiwan in the coming year. The finalized parameters will be compiled and updated after overall assessment review.
(2) For reviewing rainfall pattern design method, we completed the rainfall data collecting of typhoons and the rainfall distribution of 24 hours and 48 hours in the upper reaches of the 43 hydrological stations in the Northern Taiwan and Southern Taiwan was analyzed by isohyet. At the same time, we completed the establishment of the analysis procedures and the rainfall pattern that casused the disaster. The analysis will be continued for the Central Taiwan and Eastern Taiwan in the coming year.
(3) Long - term Statistical Data Analysis and Application to Water Conservancy Department Rainfall Observations
a. About “Discussion on Estimation Method of Annual Runoff”, it is recommended that the current analytical method be maintained. The water system may be affected by the large reservoir dam weir or the trans-regional water storage capacity, result in a smaller runoff coefficient. We should further consider how to combine the hydrological and operational data of reservoir management units in order to reasonably restore and deduce the annual runoff of the basin.
b. About” Establishment of Indicator for Hydrological”, the establishment of short-term and long-term indicators, with 1 and 3 hours duration and 1 day. Observing the trend of occurrence and intensity of high intensity rainfall and its trend, indicating that the northern Taoyuan area and the Kaohsiung city area rainfall has intensified with the spatial expansion of the trend, must be long-term tracking and attention.
Hydrological analysis integrated technical services
1. Hydrological analysis tools development
This project developed hydrological analysis windows program (HydroTooL) has the six main modules, contained “rainfall frequency analysis”, “rainfall pattern design”, “unit hydrograph”, “Rational Formula“, “rainfall - runoff analysis” and “instantaneous peak flow frequency analysis”, respectively. This year HydroTooL established new function of rainfall pattern design. It increases rainstorm events select module.
2. Providing report of hydrologic analysis
This project published five issues of “Bimonthly Hydrologic Report in Taiwan Area” including surface water, groundwater, coastal hydrology, land subsidence, and depth sea water. Completed the annual isohyet, the average rainfall in the catchment area of each gauging station and annual runoff of the Hydrological Year Book of Taiwan 2015. Provided four issues of typhoon analysis report (NEPARTAK, MERANTI, MALAKAS and MEGI).
Enhance the talent training of hydrological service
1. Hydrological Analysis practical Training
This project conducted hydrological analysis practical training. There are 53 trainees this year. The class contains hydraulically advanced seminar, Water Resource Agency relevant standards upgrading clause explanation, basic theory, case study, presentation training and HydroTooL machine practice which combine theory and practical operation for increasing an efficiency of studying for trainees.
2. Hydrologic Observation Practical Professional Training
This project conducted relevant practical training workshop for increasing employee’s professional knowledge and an ability of observation. Promoted hydrologic observational work experiences communication for increasing “The future of hydrological observation business”, “Application of Hydrological Observation and Development of New Water Conservancy Science and Technology”, “Hydrological observation quality control” and “Hydrological observation practice operation and project site visit. Trainees can exchange experiences by curriculum design and activity arrangements.
The project is a two-year project. We will continue to research the relevant work next year based on the results and conclusion this year. We will also provide Water Resources Agency and relevant units hydrological information to achieve the goal of long-term hydrological observations development by promoting the implementation of the hydrological and technical services.
