轄管洪水預報系統擴充及維護，除採用最新水文地文資料進行系統更新並維護既有功能之外，將持續參數檢定驗證，並針對洪水預報時期所需功能進行擴充，並提供防汛期水情資訊研判簡報及淹水調查報告，以提升洪水預報之作業成果與品質。

Since the effects of global climate change, the flooding events in Taitung in recent years were increasingly serious. To achieve the effect of short-term disaster prevention and early warning target, the project began to build Pei-Nan River flood forecasting system in 2012. The systems help people to collecting instant information of the flood forecasting. The project continued updating database, expanding function of the system and flood forecasting integrating work. Compared to the preliminary plan, the project added setting of water depth measurement gauge, and automated facsimile and SMS system in this year. When the water level reaches the alert height, it can automatically send a warning message to remind the disaster prevention personnel to carry out the follow-up disposal procedure. Another fax system can enter data through the web page, then the notification will be sent to each unit. Before the flood season in 2016, the project had completed education and training of flood warning and integration operations. its included earthquake-induced lake operating procedures, and the investigation of focused earthquake-induced lake , and the investigation of flood…etc. During the typhoon Nepartak, the Typhoon Meranti and Typhoon Megi, researchers of this program went to the The 8th River Management Office to provide weather forecast analysis and help to the investigation of flood. In addition, during Typhoon Nepartak, Meranti typhoon and 1007 heavy rains, researchers had flood investigations and to assist in writing flooding investigation reports. After the flooding investigation, the water depth measurement gauge were replaced and the height of the flooded water was recorded for future reference.

本報告為經濟部水利署第八河川局於105年度（2016年）辦理的「洪水預警及防汛整合作業」正式成果報告書。計畫旨在因應全球氣候變遷導致的颱洪事件日益嚴重，透過建置及優化卑南溪洪水預警系統，加強即時資料蒐集、系統擴充與更新，以及水文水理參數的檢定驗證，以提升預警能力與防汛應變效率。 計畫內容涵蓋：洪水預報系統的擴充與更新（包含自動簡訊、傳真模組），水文地文資料及預報參數的更新驗證，介接相關單位預警系統資料，地圖化展示介面與圖資的擴充，洪痕水尺的設置與檢討（新增20處，超過75%有效紀錄），卑南溪易致災河段的模擬分析，颱洪期間的水情資訊研判、協勤、預報結果分析及淹水災害調查，以及辦理兩場次共8小時的教育訓練。 報告中詳細記錄了各項工作執行情形，包括系統功能開發、參數驗證、洪痕水尺設置成果、颱洪事件的協勤與調查分析，以及教育訓練的內容與參與情況。計畫成果顯示，透過系統的持續優化與實地調查，有效提升了八河局在颱洪期間的預警與應變能力。
