英文摘要
I. Origion of the Project and Content of Work
Tien Hwa Hu Reservoir is an important water resource facility under planning of the government and is off-stream designed. It is located at Towu Township of Miaoli County. Area of the catchment is 693 hectares, and the area of flood zone is 222 hectares.
The recharge of Tien Hwa Hu Reservoir mainly from Dalukaeng River Barrage. Dalukaeng river barrage is 228 meters downstream of Dalukaeng hydrological station, and its’ designed intake flow is 22~25 cms, including 2~5 cms suppling to Chuanlong System. The residual water is delivered to the reservoir by diversion tunnel.
To effectively move the ongoing construction projects forward, financial re-distribution is deemed necessary, and the concept of Cross-field value-adding, which means more active financial integration and feasibility should be incorporated into the public works.
While water resources development plans are able to be combined with urban planning within the area, it will help developing the surrounding areas, build a better connection between construction and development, and maximize benefits of public works.
This project analyzes the feasibilities of environment, finance, risk among the facilites, such as Tien Hwa Hu Reservoir, diversion tunnel and Dalukaeng River Barrage, etc, peripheral industries and other related projects.
II. Basic Information and Analysis of Related Cases
A. Collection and Analysis of Policies Related to Water resources and Cross-field value-adding: For the purpose of implementing water resources plan, this project collects policies, which was posted by government administrations, related to water resources and cross-field value-adding.
B. Collection and Analysis of Policies and Case related to Cross-field value-adding at home and abroad: Water resources are expected to have a newer development according to domestic and foreign policies and case analysis. However, plans need to be drafted accoding to no impact of water supply.
C. Collection and Analysis of plans related to surroundings: In order to make a intergrated value-adding project of Tien Hwa Hu Reservoir across space and time, this project collects plans related to surroundings.
D. Investigation and Analysis of Basic Situation: To promote the contruction of the reservoir, this project will take some interviews with regional administrations for understaning residents’ demands and recommendations.
III. Draft of Cross-Field Value-Adding Project and Feasibility Aessessment
A. Relevance Analysis of Main Project with Cross-Field Value-Adding: This project plans yolk zone and protein zone respectively by investigating its neighboring development and taking interviews with residents.
B. Investigation of principal limiting factor and impact factor:
i. Principal Limiting Factor-Environmentally Sensitive Area, Residents’ Objection in addition to keep water quality and quantity, Cooperation of Government and Private Industries.
ii. Impact Factor-Policies, Environment, Programs.
C. Draft of Cross-Field Value-Adding Project: The cases in this project will be planned under conditions such as suitable terrain slope, local development, etc. The cases do not affect the purpose of construction of the reservoir and do not go against restriction of EIA.
D. Feasibility Analysis of Cross-Field Value-Adding Project: This project will follow the manual of cross-field value-adding in water resources planning, and to assess from 4 factors-the purpose of the water resources development, feasibility of regulations, feasibility of finance and feasibility of carried out. The procedure showned in Abstract Figure 1. Results of the analysis showned in Abstract Table 2.
IV. Assessment of Cross-Field Value-Adding Project
A. Feasibility Analysis of Finance Benefit and Risk Assessment:
i. Feasibility Analysis of Finance Benefit- Finance Benefits of this project result in low correlation to cross-field value-adding project according to result of self-liquidating ratio.
ii. Risk Assessment-Reclassify risks to four types: policies, foundation, ecological and program execution. Proposing orientation about decreasing possibilities of factors of risks after analysised it.
B. Raise of Financial Resources, dispatch of funds, fianancial balancing and responsibilities: This project provides two recommendations about amending laws and financial applications.
C. Feasibility Analysis in promoting Cross-Field Value-Adding Project: The Water Resources Planning Institute will make investigation, planning and cooperation of cross-field value-adding with administrations such as Taiwan Water Corporation, Taiwan Power Company, Taiwan Sugar Corporation and other private industries.
In summary, this project takes consideration of social, financial, environmental benefit and makes policies with cross-sector cooperation trough taking interviews with several local administrations. These projects will be anticipated to satisfy local requirements for the purpose of follow-up construction of Tien Hwa Hu Reservoir, developing water resources and creating ecological environment.

總體而言,本計畫為後龍溪水資源開發計畫提供了一個結合多元效益的發展方向,以期在有限的資源下創造最大價值。
