由於近年來,全球氣候變化日益顯著,造成台灣遭受天然災害之機率增加。尤其在由於近年來,全球氣候變化日益顯著,造成台灣遭受天然災害之機率增加。尤其在98年8月莫拉克颱風侵台(八八水災),所挾帶之超大豪雨重創台灣中南部;其中高屏溪本流受災嚴重,目前高屏溪本流復建已完成,為瞭解莫拉克颱風災後復建防洪設施重建現況、河川治理規劃(檢討)及河川管理需要,爰此辦理「高屏溪本流數值地形及圖資建置計畫」,計畫以航拍技術產製正射影像圖、數值地形圖及數值高程模型(DEM)等數值圖資,以利充分了解災後復建防洪設施重建現況,以做為後續辦理河川治理規劃(檢討)工作及河川管理之需要。
本計畫除配合航拍產製計畫各河段正射影像數值圖資外,並針對航拍範圍製作數值地形圖及數值高程模型(DEM)等資料。提供後續辦理水系治理規劃檢討及流域環境自然生態保育與環境營造應用。並將完成之各項數值圖資成果納入經濟部水利署「中央管河川三維網際網路地理資訊系統」及「地理資訊倉儲中心」,作為業務查詢展示應用。
英文摘要
Due to the increasingly apparent global-climate changes in recent years, the probability of natural disasters in Taiwan occurs. Especially the Typhoon Morakot in August 2009, which caused heavy damages in central and southern Taiwan by cloudburst. Among them, the Gaoping River, Kouai River, and Zhuokou River have been reconstructed. In order to realize the flood protection facilities rebuilding situation and the rivers management planning after Typhoon Morakot, the plan “Digital Elevation Model and Map Information Establishment of Mainstream and Tributary of Gaoping River” has been set up. For the purpose of fully understand the flood protection facilities rebuilding situation after disaster, the aerial-photogrammetry for the orthophoto, digital surface model and digital elevation model are conducted, and the final result can be used as the rivers management planning in the future as well.
The project made use of aerial production and gathering of the value map data of Gaoping River, as a query or display applications, and to provide follow-up treatment projects designed to manage Gaoping River, furtherore, the result can be also applied to watershed and river basin environmental management and natural ecological conservation.
Range of aerial photogrammetry in the projext contents Gaoping river(Qi Shanxi conjunction and Laonong River conjunction to the confluence Gaoping railway bridge), Kouai river(Qi Shanxi conjunction to the upstream Jin-gua-liao bridge 1,200 meters) and Chokou river(Laonung River to the conjunction 600 meters upstream from Dona bridge), and value-added photogrammetry for downstream of Gaoping main stream(Gaoping Railway bridge estuary). The main projects of the work are: (1) The collection of fundamental information and environment map data, (2) Colored aerial photogrammetry of rivers, (3) GPS control measurement with points recording, (4) Leveling and known-points checking, (5) Digital orthophoto and stereo mapping, (6) Coastal terrain surveying from southern part of Jhongyun fishing port to northern part of Dapeng Bay tidal inlets, (7) All the data can be imported to the web GIS platform established by the Water Resources Agency.
In the horizontal surveying part, GPS surveying is conducted to check TWD97【2010】 14 third-class satellite control points from Ministry of the Interior, 23 aerial marks, 10 checking points and 5 existing aerial marks, totally contains 52 points; in the vertical surveying part, direct leveling is conducted to check TWVD2001 8 first-level-first-class leveling points, 14 first-level-second-class leveling points, 23 aerial marks, 10 checking points, 5 existing aerial marks and 1 tide station, totally 61 points. All the control results meet the specification accuracy.
The final results deliver total 10,795 hectares of orthophotos, 5,084 hectares the digital elevation model and 3,924 hectares of digital terrain. The project collects a total of three types and 37 items of map data. All the data can be imported to the web GIS platform established by the Water Resources Agency.
The project also contents 2 times terrain investigation from the south side of Chungyun fishing port to the north coast of Dapeng Bay, total distance of coastline is approximately 8.76 kilometer. Topographic maps should be generated by using aerial photogrammetry and LiDAR, and been carried within low tide period. Water depth measuring should be carried within rising tide period instead to achieve the maximum coverage.
Water depth measurements utilizes single-beam bathymetric mapping system of underwater topography , bathymetry survey line spacing of about 50 meters , measured from the shore to a depth of -20 m, includes total 132 survey lines plus three test lines, and results of previous water depth compared .
In addition to the original work of the project, a value-added interactive 3D GIS software is provided to demonstrate the results and immersive effect, which is also a major feature in the project.
