本局轄內中央管河川—花蓮溪水系主流及其支流高灘地河段，因歷年堤防、護岸陸續完成及地政單位陸續辦理地籍之重測，便於河川管理工作之執行，及民眾申請案件之管控，爰辦理花蓮溪水系主流及其支流高灘地種植區域等級分級劃設計畫。

According to the chapter two the Hualien River of river land and registered land of the planting investigation, the plants are mostly as the crops height fifty centimeters or less, watermelon, rice, gynura bicolor etc. and analysis of the current farming practices is still feasible. According to the provision of river planting, amended the provisions of Hualien mainstream is included level 1 to level 4. The average of water surface slope and the average of flow rate are mainly affected to divide different level. This project is based on the information from the bridge and High Riverbank, but the location is too high and located in the range of the governance plan and river area or practical considerate adjust river management rating. If the changed range too large in some part of the river reach, it will not easy to manage together. Hualien River boundary is about to the Yuemei Bridge and downstream is mainly as level 3 and level 5, upstream is more for level 4 and level 5.
