The Taipei Water Management Office (hereinafter referred to as the W.S.A.) manages a vast area where includes the Xindian, the Wulai, Shihding, Pinglin, shuangxi District of The New Taipei City. The watersheds are seven hundred and seventeen square kilometers,the managed sewage systems are Xinwu and up stream area of Feitsui Reservoir, total area is about 30,126 hectares. It is very complex to execute in business and data management due to the vast managed area. It requires data digitization and the Information Technology to solve the above problems and to provide efficient management.
The major work of this project included inventorying and measuring the coordinate of the fixed facilities of XinWu and Feitsui Reservoir sewage systems. 496 facilities in total were surveyed and the results will be imported into the data base of geographical map system built for this project. By using internet, users could inquire the distribution and related properties of those facilities.
Additionally, the project includes comparing over 10,000 of New Taipei City doorplates data with the list connected with the sewage system from the Taipei Water Management Office within the area of jurisdiction of it. The purpose of this comparison is to combine the doorplate data and inquire the x and y coordinates with those connected with the sewage system which had no spatial information before. Besides, this could help to have more understanding about those non-connected households. This analytical information could also help the second stage of sewage construction plan of Taipei Water Management Office. This helps to manage those non-connected households and changes the current data from written information into the geographic information.
Considering the geographical map system, which investigate current status of environment, has built over 6 years and uses the early 32-bit version of MapGuide Enterprise2011, we planned to use this current geographical map system to display the results at the beginning, but after deliberations within the Office, we changed to use the cloud web hosting resources of Water Resources Agency and the MapGuide OpenSource 2.6 software in advance to develop the inquiring system of this project. The 64-bit version software was also used to reach the highest efficiency with the 64-bit operating system of the virtual computer which improves the user experience. With the development of this new geographical map system, the officers of the Taipei Water Management Office could use the survey results of this project efficiently and build a reference for sewage treatment and management.
The function built for this project in the system is mainly aimed at inventorying the fixed facilities and comparison results of the household connected with the sewage system with those non-connected. It offers the inquiring function of the spatial information. By combining the spatial information with other information, users could create the spatial statistics data they need. This includes the facilities, the households connected with the sewage system in the area of jurisdiction. It can create a statistic data combine with the information mentioned above with the Google Map. The created data could be exported and printed.
Combining the data of fixed facilities of the sewage systems, the list of households connected with the sewage system, and the system with the geographic database from investigate current status of environment system of the Water Resources Agency, it offers the officers to create the references of spatial information of the facilities. In order to meet the actual business needs, the further building plan of the sewage systems are still needed. In this project, we also propose the directions for future plans and the initial concept of the system. We hope this system could help showing and leading the future direction.
