就水資源供應觀點而論，台灣的水資源供水的可靠度相對較低，若進行人工增雨適時增加降水量，期能達到預防、延遲或紓緩旱象程度。目前全球都同樣面臨水資源不均的問題，且有超過25個國家已投入人工增雨之研究和進行常態作業，包括美國、以色列和中國大陸等。 實施人工增雨改造降雨環境、增加降雨量，除做為緊急因應乾旱之防救措施外，亦是提高水源供應可靠度的方法；加上近年乾旱頻常，民眾在每次旱象消息公佈後，亦會促請政府實施人工增雨作業以增加降雨。因此，持續辦理人工增雨實作，除有預防及延緩旱象之實質效益外，亦有助於政府形象之塑造。

Cloud seeding, a measure for relieving drought and for increasing the reliability of water supply, has been operating for a long time by WRA. On the other hand, past studies indicated that the adverse over-seeding effect is not obvious in Taiwan, so the warm-cloud procedure can be executed all year round. According to the past researches and operational experiences, the better seeding results usually accompanied with the significant synoptic weather systems, so the main purpose of this project is to assist WRA not only to deal with seeding operations but also to improve the policies and executive affairs about rain enhansement.. Seven major items, helpful for reinforcing the promotion of the rain-enhencement policy and operation, have been completed during this year. This report gives the details of each item. Some important implementation results are summarized as follows： 1. Regular cloud-seeding weather watch was provided twice a week at least. 2. Ten successful seeding operations were completed with supporting-team offered assistances such as coordination of WRA sub-units, analysis of favorable weather environment, and strategic decision of flare burning. 3. Some site survey, agencies-cross meeting and training, the professional response to the comments of public, and the preliminary survey about the usage of Taiwan-made flare were conducted. 4. Cloud seeding information website was constantly maintained. Latest drought-related news, technologies, and announcements were posted in this website. 5. Five sets of dual purpose wireless flare launcher have been delivered and agencies-cross training has been conducted. 6. The possibility of domestic-produced flare has been evaluating by cooperating with the Ministry of National Defense. The 600 g warm-cloud seeding flare tube filled with the stuff which has been tested last year could be the best preliminary appearance so far. 7. The purchases of 100 and additional 200 ICE flares were completed.

這份報告總結了「104年人工增雨計畫」的執行成果。該計畫由經濟部水利署委託，國立臺灣大學執行，旨在透過人工增雨來緩解台灣水資源短缺問題。 計畫期間，執行團隊完成了多項工作，包括： * **氣象預報與監測：** 定期提供人工增雨作業評估所需之氣象預報，並密切關注天氣系統。 * **人工增雨實際作業：** 成功執行了10次地面人工增雨作業，並透過事後分析顯示具有增雨成效。 * **技術諮詢與服務：** 提供人工增雨技術諮詢，協助辦理現勘、接受媒體採訪、回覆民眾意見及重新評估作業地點。 * **資訊平台維護：** 持續更新「人工增雨服務網」，發布相關新聞及即時作業資訊。 * **設備維護與更新：** 提升地面增雨設備的無線/有線兩用控制器，並辦理操作訓練。 * **國產焰劑評估：** 評估國產暖雲增雨焰劑及其他施放平台的可能性，並與國防相關單位協調。 * **焰劑採購：** 完成增購暖雲增雨焰劑，並進行驗收與分配。 報告強調，台灣的大氣環境適合全年進行暖雲增雨作業，尤其在具備降水潛勢的天氣系統影響下，成效更佳。計畫的執行有助於提高水源供應的可靠度，並作為應對乾旱的緊急措施。
