面對極端氣候的挑戰，防救災之思維與策略均需有所調整，社會大眾對於水災損失減低均企盼於政府各項治水措施之推動與執行，然部份工程或手段必須長期執行方能逐漸發揮成效，又因極端水文事件使得工程設施防禦效果降低，防救災工作不能全然仰賴政府負責，而必須納入民間力量共同推動。

Taiwan, with its geographical location and topography, ranks as the most dangerous place to live in the world, having a 73.1% chance of being exposed to three or more natural hazards. A statistical analysis of the percentage of natural disasters by type and the resulting losses show that torrential rain, typhoon and heavy rainfall associated with the typhoon-induced southwesterly flow during the yearly flood season have posed the greatest threat to the residents of Taiwan. Extreme hydrological events have become a more frequent occurrence in the recent years, along with increasingly unexpected and complicated weather changes and hydrological situations. Typhoons including Morak in 2009, Fanapi and Magi in 2010 have repetitively topped the record for meteorological events and natural disaster losses. Assessment and response to natural disasters based on outdated theories and past experience no longer suffice to meet the needs for effective flood prevention and disaster reduction. An all-compassing and comprehensive commitment is required to actively manage the hazards and reduce losses. “Management is better than prevention while prevention is more important than rescue” is the current strategic principle that governs the program planning and resource deployment associated with disaster prevention and rescue effort. The government and the people both have their roles to play. The government needs to take advantage of its commanding height to get a broad view of the situation, thereby making policy planning and construction development. On the other hand, the local residents must understand that disaster prevention is a national effort. Every resident is obliged to cooperate with the government in the effort to carry out all kinds of loss reduction and emergency response programs to achieve the goals of active prevention and rapid rescue. The Water Resources Agency seeks to consolidate the private resources in aid of the government effort to address the issues relating to water hazard mitigation. The Agency, acting in accordance with the Disaster Prevention and Protection Act and the MOEA-issued Guideline for Reporting Flood-related Hazards, recruited civilian volunteers through different branches of the river management offices and provided training. The “The MOEA Water Resources Agency Flood Prevention Volunteer Service Team” was formed in 2010 with the arrival of the first cohort of trainees. The name of the service team was changed to “MOEA Water Resources Agency Flood Prevention and Water Conservation Volunteer Service Team” in 2012. The team is consisted of 1541 volunteers as of the end of 2015. Since the establishment of the volunteer service team, the Water Resources Agency has planned yearly sound flood prevention and rescue measures to guide and assist in related organization operations and to enhance the service efficiency. This year’s program is generally a continuation of past experience and accomplishments but modified to meet the needs of promoting different dimensions of work. The accomplishments that are made in the duration of this year are listed as follows: 1. The Agency is committed to help each river management office to manage their respective volunteer service teams as a resource, facilitating the teams’ participation in the annual flood prevention and rescue drills. We also assist the river management offices in planning the annual volunteer experience sharing event, promoting the monthly calendar of volunteer events, updating the team introduction brochures, conducting an annual important event planning survey, proposing a “Guideline for Counting Volunteer Service Hours” and providing information in relation to application for recognition of volunteer services. 2. The Agency organizes the reports and services submitted and performed by volunteers on a regular basis. A total of 44 cases of typhoon-induced torrential rain were reported. Reports setting forth service accomplishments were presented on a monthly basis. 3. The “Flood Prevention and Water Conservation Volunteer Forum” and “Flood Prevention and Water Conservation Volunteer Facebook Fan Page” are utilized as platforms to update, add and publish information. The “Volunteer Service Attendance Management System” is updated with expanded functionality (importing information in bulk). 4. The Flood Prevention and Water Conservation Volunteer Quarterly Issues 17, 18 and 19 are published and released to the general public with a circulation of 1,900 copies per issue. Volunteers receive birthday cards and Happy New Year greeting cards. The design, printing and mailing of promotional material including Volunteer Calendar 2016 are completed and distributed. We also filmed, produced and promoted a short film “One Homeland We Share” that provides an insight into the volunteer’s work. 5. An annual Review and Promotion Meeting held on April 22, 2015 was attended by sixty one participants, and four conclusions were made in the meeting. We noted the comments raised during the meeting and responded accordingly by conducting survey, promoting or adopting the comments as reference for future work planning. 6. On May 29, 2015, “Protect Our Community and Water; See Our Volunteers and Love – Year 2014 Food Prevention and Water Conservation Volunteer Recognition Ceremony” was held at Taipei City China Youth Corps Chientan Youth Activity Centre. We recognized 308 individual volunteers and 9 squads for their service excellence. Six hundred people participated in the ceremony and filled out feedback forms upon completion of the event. 7. We conducted the annual survey relating to the number of volunteers in each team and their deployment. There are 1,541 volunteers in total for the year 2015. We also prepared an annual address book with updated contacts and distributed the copies accordingly. An inquiry into the volunteer’s equipment needs was duly carried out. 8. In the months of August and September 2015, two training sessions for volunteer managers and executives were held respectively in Southern and Eastern Taiwan. 133 people participated in the training. The training courses covered topics including “Cooperation, Communication and Expression in a Team Environment”, “Volunteer Leadership Experience Sharing”, “How to be a Charismatic Leader”, “Introduction to Water Management and Dias aster Prevention Equipment”, and “Photography”. 9. We held the “My Vision for Selfless Giving – Flood Prevention and Water Conservation Volunteer Photo Contest”. 186 pieces of photography were entered into the contest. Among them, 28 pieces were recognized with awards. The annual volunteer calendar is consisted of the winning photographs. 10. We carried out all kinds of temporary administrative tasks delegated by the Water Resources Agency during the project period. Volunteer service is a far-reaching social project whose promotion and deployment require commitment from every government agency in the system, setting common objectives and working in collaboration with each other to attain the goals. Implementation of the program ensures that the Flood Prevention and Water Conservation Volunteer Service Team maintains or even increases its active presence in the community to provide the most effective service. It is hoped that the steady development and operation of the volunteer service team will encourage the local residents to actively participate in flood prevention and rescue work while becoming involved in the effort of protecting our aquatic environment. Together, we can pledge to be part of a flood prevention team and a water-loving society.
