在台灣,因為極端性氣候所帶來的複合型災害,造成大量生命財產損失,其重大者應屬2009年莫拉克颱風。在莫拉克颱風之後,針對災後重建與災害防治體系更新與改進,行政院以跨部會多項計畫持續推動,其中針對極端性氣候與複合型災害之長期性調整,即為行政院所推動的「低碳永續家園」,該計畫賦予相關部會「低碳城鄉環境調適及災害防救推動措施」相關分工職責。本署在此一分工架構下,肩負責任包括「提供災害(水災)防救相關宣導資源」、「協助建置適合鄉(鎮市區)及村里參與使用之防救災資訊交流平台」、「研究全球氣候變遷趨勢下巨災型洪災之對策」等相關工作。
有鑑於此,本署近三年來不斷致力於各項多元的災害預警措施,如:防災資訊服務網、行動水情App、LBS預警系統等,並藉由與民間企業、機關的結合,提升、強化防汛抗旱的組織應變能力與速度,以期望達到災害風險的有效管控,降低災害的影響性。
本計畫的目標,在於透過多元訊息傳達通路整合應用,結合民間團體自主性力量,與網路互動溝通無遠弗屆的傳播能量,將防汛抗旱的觀念與各種汛情預警系統加以推廣,同時展現政府與民間共同面對極端性氣候複合型災害的努力成果。

Attributed to the distinctive geographical conditions in Taiwan, along with the extreme weather caused by global climate change, the incidence of compounded disasters has risen; therefore, how to reduce the loss caused by compounded disasters has become a focal point of disaster prevention policies. It has also become an essential issue to improve smartly the public intelligence and consciousness of disaster prevention. With the cooperation from private enterprises and government agencies, this project aims to increase and enhance the overall organizational contingency and efficiency, so as to effectively manage and decrease the influences caused by disasters. In addition, it also aims to promote the concept and knowledge of disaster prevention, through tangible and intangible media, to the everyday life of the public, achieving the goal of educating the public with the knowledge of “knowing the disaster, and preventing the disaster.”
This project has completed the planning of enterprises’ participation in the promotion of water induced disaster prevention, establishing 4 mechanisms to improve the flexibility of enterprises’ participation. We distributed 120 questionnaires, and it was found in the analysis that 90% of the enterprises were willing to participate in the tasks of water induced disaster prevention, but only 30% of the enterprises had actually participated in the community activities, showing that the enterprises do not have the channels to receive messages from the community. After conducting in-depth interviews with 10 enterprises, we have concluded 4 orientations of enterprise participation, including equipment, social welfare, insurance, and resident consultation as well as education. We have also conducted 2 seminars, 1 in Taipei and 1 in Taichung. There were in total 25 enterprise representatives from the industry, the government as well as the academics participating in the seminars, having discussions about “the social welfare platform for enterprises participating in water-induced disaster prevention.” These participants have cooperated to draw up the mechanism for enterprise participation, and have successfully helped 3 companies to adopt water-induced disaster preventing communities, creating the benchmark for successful cases of enterprise adopting communities.
In terms of the propaganda of disaster prevention and reduction, we have composed the “drama of water-induced disaster prevention,” completed 10 sessions of drama performance as well as 8 sessions of disaster prevention propaganda activities. In addition to these propaganda activities, we have also delivered the messages of water-induced disaster prevention through conducting lively interactive games and distributing compound disaster prevention materials. After managing the Facebook page for flood control and drought relief for 7 months, we have seen the increase of 2,769 thumbs up. It showed the power of our team making use of and getting positive feedback from the communication power of social community. While we produced short films of “water-induced disaster prevention tools,” we have also taken the advantage of popular Internet tools, such as Facebook, YouTube, and information platforms, to effectively spread the knowledge and information about disaster prevention instruments (including the disaster prevention information Website, mobile hydrologic data application, inundation information warning system, and enterprise participation in water-induced disaster prevention), making it possible to implement the concept and tools of disaster prevention, and to instill them into the public minds.
