The purpose of this research focused on low water level discharge observations for the Central Region Water Resources Office (CRWRO), Water Resources Agency, Taiwan. The reason is due to the local river management offices working in high water level discharge observations for flood prevention; it is quite different from the mission of CRWRO which is seeking the low discharge distribution. The main objective of this research is to establish the water stage and discharge rating curve within the jurisdiction of important hydrological stations in order to achieve real-time monitoring methods to effectively control the water quantity during the dry season. The research period is from January 1, 2015 to December 31, 2015.
The main working items were aiming at discharge observing of 16 water level observation stations which were CRWRO’s jurisdiction. The main objective in observing water level and discharge was in order to creating the rating curve of each river for the CRWRO in managing water resources easily. The research regions included Zhong-Gang River, Hou-Long River, Da-An River, Wu River, Ping-Lin River, Da-Li River, Han River, Fa-Zi River, Qing-Shui River, Zhuo-Shui River and Mei-Lin River. The 16 observation spots were Yong-Xing Bridge, Ping-An Bridge, Da-Lu-Keng, Bei-Shi-Da Bridge, Xiang-Bi, Chin-Fon Bridge, Wu-Chi Bridge, Nan-Kang Bridge, Chi-Nan Bridge, Ji-Cyuan Bridge, Tze-Tzu Bridge, Ai-Guo Bridge, Bao-Shi Bridge, Rui-Cao Bridge(New Xing-Zheng bridge), Qing-Shui-Xi Bridge and Mei-Nan Bridge. The primary achievement of this project is summing up as following:
1. The water level and discharge observations were divided into the dry season and the flood season. Xiang-Bi, Chin-Fon Bridge, Ji-Cyuan Bridge, Ai-Guo Bridge, Bao-Shi Bridge, Rui-Cao Bridge(New Xing-Zheng bridge), Qing-Shui-Xi Bridge and Mei-Nan Bridge were measured every month; others 8 streamflow gauging stations(Yong-Xing Bridge, Ping-An Bridge, Da-Lu-Keng Bridge, Bei-Shi-Da Bridge, Wu-Chi Bridge, Nan-Kang Bridge, Chi-Nan Bridge and Tze-Tzu Bridge) only measured in the dry season; Rui-Cao Bridge station in response to Hushan Reservoir completed, water level station on November 11,2015 from Rui-Cao Bridge move downstream station(New Xing-Zheng bridge), observation stations in total 16 stations(Rui-Cao Bridge and New Xing-Zheng bridge consolidated). The total executive times were 192 in this project.
2. The river cross section surveying jobs were conducted in March and October 2015 for impact assessment of the flood season on the river changed. Two times of surveying among these 16 stations and the cross section surveying figures included water level gauge and river bottom elevation lines were performed. There was only one exception that New Xing-Zheng bridge added one of surveying time during November. The total 33 surveying times were conducted in this research.
3. The 16 flow discharges recording tables were performed during the period from January to December 2015 and previous records supplied to the CRWRO before the 15th of each month. The four items in records included the discharge observations, rating curves, discharge recoding tables and observation photos.
4. This project achieves the 16 stations rating curves and water table-discharge comparison from January to December, 2015. However, because of Chin-Fon Bridge, Ji-Cyuan Bridge, Tze-Tzu Bridge, Rui-Cao Bridge (New Xing-Zheng bridge), Qing-Shui-Xi Bridge and Mei-Nan Bridge had no observation records from the local river management offices, there was no rating curves of these six stations. The rest of 10 observation stations performed the rating works through this research and the local river management results.
5. Each station’s water stage and discharge rating curve was established and updated to reach the accuracy of real-time monitoring of river flow. When the significant scouring and deposition occurs which led the original calibration curve cannot provide monitoring functions, this research kept water flow data and rating curve updated. Through automatic water level observation on a real-time monitoring system, the goal of estimation and monitoring real-time river flow can be reached.
