大甲溪流域列為行政院重要河川協調會報之五大重要河川流域，大甲溪流域整體治理綱要計畫(101~104年)，期程僅到104年止，後續實施計畫應持續報院核示，以能延續辦理本流域整體治理。

1、Preface The purposes of this study are review of master plan for integrated regulation of the Dajia River Basin (2012~2015), then development of the master plan for integrated management of the Dajia river basin and next implementation plan (2016~2019). 2、Overview of execution results of implementation plan (2012~2015) Executive Yuan promoted 70 projects in master plan for integrated regulation of the Dajia River Basin(2012~2015), and there were 49 projects already executed, and carried out 58% of total budget. 3、Evaluation of the execution effectiveness of implementation plan (2012~2015) The assessment results of performance for master plan for integrated regulation of the Dajia River Basin (2012~2015) following in table 1. 4、Improvement strategy The assessment of master plan for integrated regulation of the Dajia River Basin (2012~2015) was poor implementation. The main reason is the competent authority of regulation items has no direct relationship to the administrative responsibilities with master paln operating procedure. That is suggested to modify operating procedures as follows： (1) Master plan as the guide, should not be limited to implementation plan target of performance and funding. (2) The executive agencies develop implementation plans according to master plan, and approved by each competent authority of relevant regulation items. (3) During execution of the implementation plan, a host authority have to control, coordinate, promote and track. (4) The executive agencies purpose assessment report before end of the implementation plan. As required to modify expect target of master plan, and promote to the Executive Yuan.
