宜蘭地區海岸構造物林立，以致破壞海岸漂砂平衡，海岸線往內陸退縮。另外，海岸之細顆粒帶向離岸淤積，產生侵蝕性離岸波灘線，易使海堤護坦工下沉、傾斜，減弱波浪消能效果，使堤身填方流失，堤腳淘刷、堤坡破裂。現況海岸構造物歷經多年風吹日曬、颱風豪雨及大小地震影響，已有略呈堤頂下陷、淘空滲砂與材料劣化等現象發生，對於現況海岸構造物的安全性影響極大，故有必要針對堤防構造物進行調查及檢測。然而全段拆除重建工程經費龐大，且宜蘭縣海堤多屬老舊堤防，為能尋求有效維修與補強方案，擬藉由安全性評估計畫來全面檢視宜蘭縣海堤(12座，約10,500公尺)及突堤海岸保護工(計7處，共78座)之安全，以利後續維護管理。本計畫主要目的為暸解宜蘭縣海堤內容結構現況，採用非破壞檢測方式，檢查堤防構造物之使用狀況與內部損壞狀態，包含結構體內部裂縫、含水狀況及管路情形等情形，以便未來做為堤防管理、維護之參考依據，以及尋求有效維修與補強方案，擬委外辦理安全性評估分析及研擬改善方案。

The seawall of Yilan was occured seawall subsidence, infiltration of sand, and material deterioration after weather-beaten, earthquake and typhoon affect. It has huge effect of coastal structures, so it is necessary to do investigation and detection of seawall structures.This project is divided into two annual implementation, the project area of this year include 6 seawall and 5 jetty, which are Gang-Kou seawall(608.3 m), Da-Keng seawall(1050.0 m), Zhu-An seawall(502.7 m), Wu-Jie seawall(1457.8 m), Cun-Ren-Li seawall(654.1 m), Nei-Pi seawall(856.6 m), and Da-Fu jetty(9 jetty), Yong-Zhen jetty(9 jetty), Bu-Hou jetty(7 jetty), Qing-Shui jetty(6 jetty), and Li-Ze jetty(8 jetty). The length of seawall is 5,129.5 m and the number of jetty are 39 jetty.The work items of this project include:(1) inspection of seawall structure;(2) elevation surveying of seawall and jetty;(3) strength investigation of seawall and jetty;(4). Ground-penetrating radar inspection;(5) data collection and analysis.Inspection of seawall structure include 3 times, and the most abnormal seawall is Zhu-An seawall, which has 35 abnormal point. Elevation surveying of seawall and jetty to and compare with original elevation. Strength investigation of seawall include concrete drilling, Schmidt Hammer test, inspection width and depth of crack. The propose of Ground-penetrating radar inspection is to explore the empty area inside of seawall concrete, completion of the survey line length is 16,513 m. Data collection and analysis included the basic background collection of seawall and jetty, humanistic and ecological environment data collection, improvement plan and detail design.
