天花湖水庫(以下簡稱本水庫)為經濟部水利署水利規劃試驗所(以下簡稱本所)於中部區域規劃中之重要水資源工程計畫，水庫採離槽式之永續水庫規劃，大壩座落苗栗縣頭屋鄉沙河溪支流飛鳳溪上，集水區面積約693公頃、計畫淹沒區面積約220公頃；水庫水源主要取自後龍溪中游打鹿坑攔河堰，計畫攔河堰位於打鹿坑水文站下游約228公尺處，計畫取水量每秒22立方公尺，其中2立方公尺供給穿龍圳，餘20立方公尺則經由引水隧道輸送至水庫地區蓄存運用。 前期相關人文生態調查及保育規劃過程，均著重於水庫淹沒區居民第二專長培訓、人文生態調查及保育規劃，對於越域攔河堰上游調查規劃成果相對水庫淹沒區少，考量越域引水隧道及攔河堰上游居民對本計畫了解程度不夠，及調查攔河堰上游人文生態演變，將加強與民眾溝通，透過計畫相關成果介紹，闡述計畫之正面效益，期化解民眾疑慮，達到提升居民對計畫認同。並進行當地社會人文生態的調查評估規劃，達到生活、生產與生態三生合一的永續經營目的。

Abstract I. Origion of the Plan and Content of Work A. Tienhwua Lake Reservoir is an important water resource facility under planning of the government and already finished environmental impact assessment procedure. This reservoir is off-site designed, the reservoir is located at Towu Xiang of Miaoli County, and water source is channeled from Dalukaeng River Barrage of Holong Creek, pipes the water by diversion tunnel to the reservoir storage. The river barrage is located at the juncture of Kaikuang Village and Fudei Village of Gongguan Xiang, Miaoli County, and the diversion tunnel goes through Fudei, Fuhsing, Dakeng, Zenan, Nanhei, Behei these 6 villiages of Gongguan Xiang. This plan is for the worrying of the citizens of Gongguan area after the environmental impact evaluation approved. B. In this plan, the work area includes Gongguan Xiang of Miaoli County and upstream of the river barrage includes Dahu, Hsitan, Taian, these 3 Xiangs, the content of work includes information collection analysis of the river basin and social cultural background, humanity ecology investigation analysis and review evaluation, citizens’ opinion communication and propaganda of the planned region, website maintenance and updating, job briefing and report publishing, etc. The core of the plan is “Communication and Propaganda to the Citizens in the Planned Region”, and hold 10 communication activities for the stakeholders. II. Humanity Ecology Investigation Analysis A. Gongguan, Dahu, Hsitan, these 3 Xiangs of Miaoli County are traditional Hakka towns, their humanity ecological environment are similar, for in this plan the reservoir construction covers 7 villages of Gongguan Xiang. The investigation and analysis focus on the old trees and ancient architectures in the scope of 500 meters around the river barrage and 100 meters both sides outward from the diversion tunnel center axis line, to see if they will be impacted by the reservoir construction. B. Kaikuang Village is the natural gas producing base of CPC, the village is full of cultural resources, include Chenghuang Temple, The Los’ Ancient House, Taiwan Oil Field Museum, etc. Recently the problem of outward migration is severe, many early gods for no people worshiping them so they may be put into a same temple; for example, there are 10 local gods been put into a same temple at Yuongchangdzuang near the river barrage. Though the 10 local gods’ temple at Yuongchangdzuang is not located whitin the area of the reservoir construction project site, basing on the essence of getting along with the neighbors well in the future, we should actively help the local to maintain and manage well. C. Fedei Village are bordered to Kankuang Village by Holong Creek, the oil vein extending from Tsuhuangkeng makes this village becomes one of the petroleum gas source place since 1960, and the Tienhsen Temple located at the uphill-side of Fudei Elementary School is one of the special features of this village. Since 2001, bed-and-breakfasts and recreation industries moved in one after another, and build the theme of tung blossom tour industry along Dalukeng Fudeinon Road of this village. Hakkanese Tung Blossom Festival activity region is near the river barrage and does not impacted by the reservoir construction project, and in the future we will build fences during the construction of the river barrage so that the people and the traffic for blossom viewing will not be affected and Tienhsen Temple is located farer from the river barrage construction project site, so it will not be affected by the Tienhwua Lake Reservoir construction project. D. Fuhsing Village is located at the turning of Holong Creek from the mountains to the plain, Tsuanlong Canal goes through the whole village and provides the source of irrigation, Chinese jujube is the special feature of this village and some farmers worried about that the diversion of the river barrage will impact the Chinese jujube’s growth environment so we need to strengthen the communication and propaganda to the public. Deihsan Temple, which is located at Fongzaikeng of Wufong Mountain at this village is right located within 100 meters above the center axis line of the diversion tunnel, we should include adjacent property damage monitoring to prevent controversy during the construction. E. Dakeng Village is located at the joint of No. 1 and No. 2 diversion tunnels of this reservoir, where has the potential debris flow torrent, so we should pay attention to the construction safety and the safety of the downstream residents. “Hak Pottery Kiln” and Hsinghsiu Temple are located at the roadside of the transportation route of this reservoir construction project, when widening the road for construction, we should well negotiate with the locals to prevent the damage to “Hak Pottery Kiln” and at the same time we should strengthen the road surface environment maintenance, in order to reduce the impact of dust fallout to “Hak Pottery Kiln” and Hsinghsiu Temple. F. The Chens’ Ancestors Memorial and Mother of Rock at Zenan Village are important humanity special features. The diversion tunnel of this reservoir goes through the underground of eastern mountains of Zenan Village, where is very far from Mother of Rock and The Chens’ Ancestors Memorial, etc., humanity ecological special features and there is no any tunnel opening within the area of Zenan Village, so the humanity ecological special features will not be impacted by the reservoir construction project. G. Dajongye Temple (Wanhsan Temple) of Nanhei Village is the important folk culture, and the ten-year history of “Family Fireflies Viewing Agricultural Recreation Activity” and recently promoted organic agriculture are the village’s special features. “Family Fireflies Viewing Agricultural Recreation Activity” site is located near the entrance of Abi ancient trill, where is near mark 7K+300 of the tunnel, during the construction, we should monitor the changing of the fireflies and based on the essence of getting along with the neighbors well to participate or sponsor the fireflies viewing activity. H. Yuching Temple, Autummn Maple Old Tree and formal site of Behei Elementary School at Behei Village are important humanity resources. These resources are quite far from the reservoir construction project and there should have no impact. Behei watershed is located at mark 8AK+050 shallow cover site of the diversion tunnel, we should firstly improve this watershed or cooperatively build simple water system to prevent the impact to the citizens’ water using during the tunnel excavation. III. Hold Communication Activity for the Stakeholders A. There were 11 conferences held in this plan, more than 1,048 person-times attended, the participation of the people was very active. B. We did questionnaire during the conference to investigate the situation of the people’s participation and received 271 responds. Among the responds, 53% heard the information of the conference by the village chiefs’ informing, 33.8% by invitation cards, 10.0% by neighbors, 2.6% by other means. C. Among the responds, before the conference, those knew nothing about or did not know of the Tienhwua Lake Reservoir completely are 56.9%, those who thought them understand or very understood are 28.5%. After the conference, those who still did not understand completely or did not understand are 15.7%, those who think they understand or very understand are 60.0%. D. To generalize the opinions of those attended the conference, the hot issues for the public in order of ranking are: 1. Necessity of building reservoir, 2. Depriving water resource of the people, 3. Establishing protection zone for water quality and quantity, 4. Affecting underground water, 5. Safety of tunnel construction, 6. River eco protection, 7. Complying to the local development and needs. IV. Humanity Ecology Investigation Analysis A. Gongguan Xiang and Tongluo Xiang popularly think that the water source of Tsuanlong Canal will be impacted by the reservoir project, so they showed strong opposition. By means of small workshops or conferences, they will help us to win their trust, eliminate misunderstanding. The enrollment of the workshops or conferences can include village chiefs, directors of community development associations or farmers’ representatives of irrigation associations, etc. B. Kaikuang Villagers care about if the water quality and quantity protection zone can be established or not, so we have to communicate with them in the future; at the same time, the report of environmental impact evaluation promised to counsel the people the measures for reasonable fertilizing, reducing pesticide using can be firstly undergo trail work. C. Fudei Village can follow the protection practice done at Kaikaung Village. The Neighborhoods 1 to 4 of the Village are close to Dalukaeng construction site, and if the residents have the need for setting up simple water system should be communicated with them, and the waste water of the communities should be deal with in line with the promise of the report of the reservoir environmental impact evaluation, lead the waste water into the small artificial wetland by special pipe, after purification, use as water source of Yudauhu water channel and drain to Holong Creek. D. Along mark 1AK+450 of the diversion tunnel, Dehsan Temple of Fuhsing Village and some houses are scattering above there. In order to prevent adjacent property damage issue happened and causing controversy, we should set the preventive adjacent property damage monitoring point here. E. Dakaeng Villagers care about landslide issue most. After the hitting of Typhoon Nari, Dakaeng Creek water channel downstream of Hsinghsiu Temple has finished improvement, and upstream of it is intact. If Tienhwua Lake Reservoir Project is approved to construct, we should list two tunnel openings, flume crossing and downstream about 100 meters, Datong Bridge for protection and expand Dakaeng Creek improvement area. F. Zenan Villagers care about irrigation water using, and we can integrate it into Gongguan Xiang communication and propaganda (workshop and conference). G. Drinking water condition at Nanhei Village is bad, we need to improve it as first priority, and helping the village to improve drinking water problem can help to win the public identification with the reservoir project. In addition, the village’s fireflies viewing site of ten-year history is located near mark 6AK+200 of the diversion tunnel, during the construction, we should monitor it. H. Behei Village drinking water source site is located near mark 8AK+050 shallow cover section of the diversion tunnel, considering the needs of Behei Villagers’ drinking water source and tunnel construction, we suggest that we should improve the ravine (at least 300 meters long, from water source and crossing more than 50 meter over the diversion tunnel) and setup purifying facility of simple water system enough for 120 persons, connect to nearby Behei activity center with special pipe, to prevent the controversy during the tunnel construction.
