本署近年來為落實山地地區、河川區域及海岸地區之國土保育及復育,積極?勵輔導地方民眾及原住民參與敏感地區管理及環境保育工作,已成立河川溪流守護隊,並建置網站,提供知識交流分享,及建立具有生態環境調查、資料建檔及環境人文相關河川守護資料,以維護永續環境。
為能擴大民間社會守護河川的力量,及持續整合充實河川自然、歷史、文化資料,自98年起本署更進一步盤點國內各地河川社群組織之資源,並協助建構河川社群智識網站,積極搭建本署及各河川局與民間河川社群之間的溝通平台,成效不斐。今年擬持續協助河川社群與本署河川局與相關水利部門對話交流;同時藉由社群網絡、活動及網站擴散相關智識,以期開啟、推動河川教育,全民共同守護河川。
英文摘要
To promote the river protection capacity of communities, the Water Resources Agency, Ministry of Economic Affairs, has commissioned community colleges to unite river communities and promote river education to actuate social concern and action over river issues and to incorporate the new concept of “river education, protection, and action” into Taiwan through local establishment and operation.
The present project is an extension of the achievements from the Water Resources Agency’s projects implemented between 2009 and 2014. The content of this project is comprised of the following items:
1. Continued to establish river community exchanges and interaction platforms
a. Continued to update and expand information on river communities.
b. Propagated the development and maintenance of river communities in Taiwan and improved the functions of river community knowledge networks.
c. Promoted the communication platform between river communities and the river management offices under the Water Resources Agency. Private-public learning networks were established, including organizing river-related think tanks, organizing private-public community empowerment workshops, hosting national river community seminars, and organizing local river community information platform forums in Northern, Central, and Southern Taiwan.
2. Promoted river education and river basin learning as well as researched and developed integrated and systematic river education to enhance the public’s understanding of river basins. River basin learning classes were drawn up and river experience activities were organized to incorporate river education into community activities. An awareness policy of strengthening public-river relations and promoting river learning was implemented to popularize and reinforce river education.
3. Combined river community networks, local governments, and resources from river management offices starting from community networks to collaboratively plan and promote National River Day. However, during the planning stages, Typhoon Soudelor struck Taiwan, and thus the original National River Day was cancelled and was replaced by the “Declaration of River Patrols” and “River Commutation” tasks to review and re-understand water resources and environment ecological education.
4. Participated in the World Water Forum and invited international experts to Taiwan, which facilitated in enhancing the dialogue and exchange regarding development experiences between Taiwan and international communities, thereby forming the basis for inter-territorial exchanges and also improved Taiwan’s global perspective.
