金門地區水資源主要以湖庫蓄水及地下水為主，海水淡化為輔，為因應金門地區相關計畫之推動及觀光與常住人口之成長引致之供水缺口，政府除積極辦理湖庫水質改善與清淤工程外，亦推動海水淡化廠功能提昇改善計畫。然睽諸金門湖庫集水區土地利用發展之型態所肇致之環境污染與水文變異特性，湖庫水質改善需面臨投資成本日增而效益愈減，供水穩定度愈降之課題，致水資源供給面依賴地下水甚深，不利金門水資源永續發展。 盱衡金門地區供水水源結構之變化，本所103年度茲委託辦理「金門地區水資源運用調整策略規劃(1)」(以下簡稱前期計畫)，期衡酌區位環境特性及供水水源結構，考量產業用水需求條件，通盤檢討水資源運用架構，訂定水資源運用調整策略方向。基於前期計畫成果，大幅調整既有水資源結構，在考量成本、制度面等因素有其推動侷限性，建議擇定合適區位示範推動，為強化相關策略推動需賡續研擬可行配套措施。另地下水管理為金門水資源管理之關鍵，應通盤考量區域(金東、金西)供水水源穩定性與潛在風險，並適時進行金門水資源管理策略研析，爰續辦理「金門地區水資源運用調整策略規劃(2)」。

The main water resources in Kinmen are reservoir storage and ground water and they are supplemented by sea water desalination. Due to hydrologic characteristics and pollution resulting from land use development in reservoir drainage basin, the need to improve reservoir water quality has resulted in increasing cost and diminishing benefit as well as affecting stability of water supply. This leads to increasing reliance on ground water to meet water demand. As a result, in some areas ground water pumping rates have exceeded safe outputs and negative effects of ground water level drawdown had surfaced. Therefore there is an urgent need for conservation and for sustainable water resources development. In view of the changes in Kimen water supply structure, Water Resources Planning Institute conducted 「Phase I Planning for the Adjustment Strategies on Water Resources in Kinmen Region」 in 2014. Analysis revealed that there is a need to develop new water resources (such as water from mainland China or construction of large desalination plant), in order to meet water supply without over-pumping ground water. Kinmen Water Company has signed a contract with Fuzian Water Supply Company on July 20, 2015 to supply water from mainland. Following the Phase I results, this study investigates adjustment due to supply from mainland, including loading capacity of water resources facilities and risk in an event of mainland water supply interruption. At the same time, analyses are made with respect to pumping characteristics of each water user. Based on the results of analyses, Kinmen water resources operation strategies on 「Execution Plan for Ground Water Conservation」, 「Execution Plan for Drainage Basin Conservation」, 「Execution Plan for Water Saving」, 「Establishment of Risk Management」and 「Virtue Water Resources and Use of Low-Grade Water」are formulated. These will effectively utilize limited water resources in Kinmen and will also enhance ground water and drainage basin conservation and achieve a goal of sustainable water resources development in Kinmen.
