本計畫工作範圍北起嘉義縣東石鄉鰲鼓海埔地，南至急水溪河口之海岸，長約38公里，包含嘉義縣海岸與台南市北門區雙春海岸。計畫區早年 受北港溪、朴子溪、八掌溪及上游端濁水溪部份輸砂供應，漂砂豐沛，砂洲潟湖發達，這些砂洲也成為保護嘉義海岸之自然屏障，孕育出濕地及潟湖等生態豐富的棲息環境。然而受到河川輸砂供給量的減少，垂直突出岸線之結構物破壞沿岸輸砂平衡，以及地層下陷等因素，在海洋營力作用下，部份海岸及離岸砂洲已明顯呈現侵退的情形。此侵蝕趨勢不僅造成生物棲地的流失，也造成潮間帶寬度縮小，在颱風波浪侵襲時，海堤後側民眾的生命財產安全受到的威脅日趨加劇。若再考慮未來全球氣候變遷可能造成海水面上升及颱風波浪強度增大的情境，嘉義海岸的防護工作將遭受嚴重影響。
