志工招募的目的是藉著在地與熱心民眾,由主管機關協助整合,活絡巡守隊之例行運作,讓環境教育逐步推廣,使生活環境融入「在地人」之方式,將行動轉化為日常生活的一部分並結合稽查人力建構綿密的稽查網絡,遏止在水質水量保護區內不法與污染行為,進而收維護水質水量保護區保育之效,此外,玉峰、雪霧鬧隊亦開始執行封溪護魚及建置生態步道等生態維護保育的工作,期望改善生態環境後可為部落帶來更好的發展。在保護區內成立了百吉隊、中壢隊、雪霧鬧隊與玉峰隊進行巡守工作。今年度亦有辦理志工成立相關流程如教育訓練、成效檢討、戶外參訪活動、表揚大會等活動,並把相關辦法與機制撰寫其中供其他保護區成立志工隊之參考。建置「石門水庫集水區保育志工網」Blogger的網頁,以網路部落格的形式呈現,亦增加 Facebook社群網站,藉由這兩種平台作為巡守志工之間交流平台,並且統整與發布巡守的成果,讓一般民眾瞭解巡守志工對於石門水庫集水區水質水量保護成果。
依據前期計畫「易致災河段土砂生產量及風險評估」成果,本計畫採用50年重現期河段及鄰近邊坡危險度與風險度成果為基礎,篩選危險度與風險度「高以上」易致災河段,考量水理模擬含砂水流之沖淤成果,擇定巴陵壩上下游五公里範圍為案例河段,據此研究高含砂水流對水利設施之影響。其中,連續固床工以三光溪既有固床工為研究案例。
本計畫採用庫倫(Coulomb)理論,配合一階可靠度分析法(FORM),建立可納入參數不確定因素、地文及水文參數之護岸安定性分析方法,大幅精進極限平衡法無法考量參數不確定性之劣勢,藉由護岸可靠度設計方法與SRH2D水理模式結合,可描述不同重現期下逐時水位、沖刷、濃度對安全係數之影響,並就護岸剪力榫長度、基礎底版高度及牆前護甲層厚度等變因進行敏感度測試,綜整各項工程改善成效,完成含砂水流對護岸安定性影響與工程規劃原則建議。
保育治理工程後續追蹤顯示,絕大部分工程現況良好,但2處護岸工程有結構損壞或疑似基礎掏空現象,需多加注意。
綜整集水區內今年度颱風期間水文資料並配合衛星影像,研判濁度來源主次要地區、原因及其濁度傳遞時間。
英文摘要
The purpose to recruit volunteers who live in the watershed and are enthusiastic is to prevent pollution and illegal activities by combing with North Water Resources Agency’s help in the water quality and quantity protection area. Besides, Yu-Feng and Xue-Wu-Nao started protecting fish and trail build ecological conservation and other ecological maintenance work. The four volunteer teams which include Bai-Ji team, Chong-Li team, Xue-Wu-Nao, and Yu-Feng team formed during the past two years. The processes, such as training classes, outdoor visiting activities, efficiency discussion, award ceremony are held and the relative rules are presented.
The web site by using Blogger and Facebook are established for patrolling volunteers can exchange opinions and show the patrolling achievements to people who are interested in the restoration of Shihmen watershed. To promote ecological conservation and volunteer sprit of selfless dedication , the microfilm takes patrolling volunteers to subject matter, and further extended to the community, for the conservation of protected areas have a more profound understanding. The importance of conservation of the water quality and quantity protection area should be demonstrated.
Based on the preliminary results of analysis with “Assessments of hazardous events on highly affected channel sections and its fluvial sediment budgets’, this project integrate the scenario of 50-years reoccurrence with assessments of hazards of slopes which around the channel as the filter to pick up channel which occupied by high probability slopes. The criteria of study area is to compile the results of modeling for sediment flux, this project choose the channel where the distance is lower than 5-km to Ba-Lin dam as study area. The aim of this study is to manipulate the influence of high-concentration flow to the drainage constructions. In specify, this study focused on the river bottom’s construction of San-Guaon river as the case study.
This study follow the Coulomb theory, integrating with FORM to build up a method that analyze the safety of riverbank constructions. In addition, this project validated a serie of parameters which included controlling factor of uncertainty, geomorphological and hydrological attributes. This method improved the disadvantage of “limit equilibrium method ” which can not analyze the uncertainties of the parametres. In particular, this project combined the results of SRH2D model and assessment of reliability of riverbank constructions, we can manipulate influence of safety under scenarios for different reoccurrence and its hourly runoff, erosion and concentration. Furthermore, this project apply the influence with physical experiment to figure out the possible effect of high-concentration flow to the riverbank constructions, these result can apply with the planning and design of further constructions in the future.
Besides, most of engineering structures are well after typhoons this year. Only two revetments are damaged and then have to be repaired and checked.
In addition, collecting hydrological data and satellite images this year to judge the source, reasons and the delivery time of turbidity from upstream to downstream.
