屏南地區長期由牡丹水庫供應主要水源，惟牡丹水庫歷經莫拉克風災等事件，庫容淤積逐漸增加，且無適當之替代水源，遇有高濁度之情況則須停止供水，長期而言，面臨氣候變遷可能帶來之衝擊，必須有適當之因應策略及方案以穩定供水。 屏南地區未來規劃由牡丹水庫與士文水庫聯合運用以因應該地區長期水資源需求，目前士文水庫尚推動中，為能有效掌握水資源情勢並妥善運用，亦應對鄰近流域之可能供水方案進行分析評估。爰此，本計畫針對隘寮溪、林邊溪、士文溪及牡丹水庫進行水資源聯合運用規劃，以期善用其水資源，以使屏東地區未來供水穩定無虞。

The current public water demand of Pingtung district is conjunctively supplied by the surface water from the Mudan Reservoir and the groundwater in the Pingtung Plain. According to the Master Plan of Water Resources Development and Management in the Southern Area of Taiwan, the future growing demand of Pingtung district will be jointly supplied by the Mudan and Shihwen Reservoirs. Nonetheless, the sedimentation of Mudan Reservoir continuously decreasing its effective capacity and the development of Shihwen Reservoir is expected to encounter serious oppositions from the resident as well as the non-governmental organization. If new water resources from the surface reservoir are not available, the demand will still rely on the necessary groundwater supply, of which impact should be evaluated. Thus, this project aims to draw the plan of conjunctively utilizing the surface water from Ailiao River, Linbian River, Shihwen Creek and Mudan Reservoir and groundwater in the Pingtung Plain, to fulfill future public water demand of the Pingtung district.

本計畫旨在規劃隘寮溪、林邊溪、士文溪及牡丹水庫等地面水源，以及屏東平原地下水資源的聯合運用，以確保屏東地區未來家用及公共給水需求穩定供應。計畫蒐集了豐富的水文、水資源運用現況及未來用水供需資料，並分析了各流域可開發水源量，包括河川潛能、地下水及伏流水。 評估結果顯示，透過水資源設施的開發與聯合運用，可有效提升供水能力。其中，士文水庫的供水潛能可觀，而大潮州地下水補注湖的營運將顯著影響地下水位及河道出滲量。 在水資源聯合運用規劃方面，提出了多種方案，包括維持現況、開發局部地下水、擴建淨水場及興建士文水庫等。方案顯示，即使在牡丹水庫淤積增加的情況下，透過聯合運用仍能滿足未來預估的用水需求，並大幅降低枯旱時期的缺水風險。 最後，計畫研擬了近、中、遠程的推動策略，強調加強地下水管理、開發備援水源，並將屏東地區納入南部區域整體水資源調配範疇，以實現水資源的永續利用。
