本局配合並依據「環境教育法」及「環境教育設施場所認證及管理辦法」等相關規定，積極落實環境教育，曾文水庫於民國101年8月27日通過行政院環境保護署認證成為環境教育設施場所，並自102年開始提供環境教育服務。曾文環教課程以「水」為核心，期許型塑具備國安層級的高度、捲動社會共同採取愛護水環境行動之廣度、長期陪伴且持續優化之深度，且能逐步在地化、能與周邊產業及整理環境共生共榮之「南方水學」。 實務推廣曾文環境教育迄今，雖然課程受理人次翻倍成長，經由參與者回饋，逐漸建立優良口碑，然本局基於提供全民有特色、面面俱足、質量兼備之優質曾文水庫環教目標下，確實需在推展運作2年後，就場域空間，課程、人力資源、市場行銷等整體策略，進行規劃、執行、檢討、調整修正之管理循環分析，期能藉由本計畫研提更優質卓越的策略，以提升曾文水庫環境教育內涵與實際影響力，朝「南方水學」之願景與環境教育法宗旨逐步邁進。

Zengwen Reservoir built in 1973 has been operating for 40 years to stabilizing the water supply in southern Taiwan. In the year 2011, due to "Environmental Education Act" legislated, Zengwen Reservoir then actively integrates ecological resources, professional manpower, education programs, and operation management, as well as inputs local-specific environmental characteristics including humanities and nature, for setting as “Zengwen Environmental Learning Facility”. It not only becomes the important environmental education facility officially certified by the Environmental Protection Administration in southern region of Taiwan, but also takes the lead among the subordinate agencies under the Water Resources Agency, Ministry of Economic Affairs. As for promotion on water resources education, Zengwen Environmental Learning Facility provides a both quality and professional model for environmental education field. South Region Water Resources Office, Water Resources Agency has started operating a contract with Environmental Education and Ecological Conservation Extension Center, Aletheia University since January 2015. The project was titled "Optimization of strategic planning on ZengWen Reservoir environmental education volunteer recruitment, training, and services". The project aimed at four main tasks including (1) to optimize Environmental education strategic planning for the entire location of ZengWen Reservoir; (2) to improve quality of environmental education programs; (3) to intensify human resources on environmental education; and (4) to promote marketing on ZengWen environmental education facility. This project implemented the revision on positioning, vision and goals of ZengWen environmental education facility by means of "public-private partnership", "strategic planning", and "action research". Moreover, it focused on construction of the core operation management system for "field facilities", "course program", "personnel training" and "marketing". And, the research on the medium and long term development strategies for Zengwen was completed. In addition, in order to meet the needs of environmental education operation at Zengwen, the working team of the project frequently attended environmental education group meetings at South Region Water Resources Office, helped prepare documents for the reviewing procedure of environmental Education Award, environmental education and facilities evaluation, website page revision etc. Also, assistance in accordance with the needs of South Region Water Resources Office, such as collection of photo archives, newsletters, and teaching materials was fully carried out.
