本計畫主要目的是針對計畫區內之海氣象歷史基本資料進行分析，同時進行數值模擬，研究包括轄區海堤間，波、流場及漂沙特性外，並評估各海堤現況保護成效。完成評估後再針對宜蘭海堤區域提出相關海岸環境營造計畫。本計畫為兩年度計畫，第一年度期藉由基本資料蒐集與陸海域地形測量(補測)工作，彙整宜蘭海岸海氣象、水深地形、現有海岸防護措施與海岸環境與生態特性，並將各海堤透過數值模擬方法檢討現況海岸防護措施之安全性與分析現況波流場分佈及地形變化情形，再就目前及未來海岸環境變化趨勢與特性，研提相關規劃構想理念，配合不同的海岸環境空間營造手法，建議營造改善初步構想。
英文摘要
The planned scope of work for the Ilan County coast, the coastline of about 106 km, including Sandy coast head to Suao is about 36 km south of the city, is a terrain change more of the area. Existing seawalls and coastal protection works to stop the tidal wave disaster expansion, protecting people’s property of the dyke safety function.This plan made by Ilan’s coast status assessment and project analysis, improve processing seawall basic data-supplementary survey and observation, and clarify the mechanism and development countermeasures of coastal change, with an emphasis on principles of coastal environment, based on the original seawall repair, landscape improvement, coastal restoration, construction and other projects, and Ilan coastal environment plan.This plan is divided into two annual performance in the first year (this year's) designates 1 seawall the seawall construction planning, after vetting this plan selected o sea port sea wall as the main planning, coastal protection and environmental improvement, taking into account the landscape and restoration strategies, promoting coastal space utilization, the original sea wall back natural coast to protect coastal environment.
