為降低開發過程中降低對自然環境的衝擊,維持既有的河川生態保有最起碼的生存條件,所需保留在河道內之河川水量(instream flow),已成為水資源開發規劃案件中納入規劃考量的要素,例如水利署於推動中庄調整池計畫、平溪水庫、雙溪等水庫均已採用各控制點實際流量之Q95皆作為下游之保育用水量。
近年來,針對水資源開發及環境生態維護等議題,歐美許多先進國家導入「環境流量(environment flow)?的管理模式,取代過去僅考慮單一最小流量觀念(如minimum flow 或instream flow)。環境流量強調整合性的水資源管理,將人類需求、河川生態及景觀維護等納入水資源管理項目中,以永續生態環境及增進人類福祉。水利署於民國89年起即進行河川環境流量相關研究計畫,但因缺乏對河川生態環境及水資源運用之整體考量,因此在實際推動上仍有許多困難。緣此,本計畫將研擬訂定臺灣地區河川環境流量之標準機制及推動策略,並探討氣候變遷對環境流量之影響,以作為未來臺灣地區河川及水庫操作考量環境流量的基準。
英文摘要
In order to pursue economic development, many countries build reservoirs and weirs on the river to withdraw water for agriculture, industry, domestic, and hydropower use. However, the regulated flow may alter seasonal discharge and flood frequency, cause the duration and severity of droughts, and adversely affect river and estuarine ecosystems. Maintaining environmental flows is essential for sustaining healthy river. Environmental flows refer to water provided within a river, wetland or coastal zone to sustain ecosystems and benefits to human wellbeing.
Many environmental flow assessment methods were presented in recently years. However, those researches neglect the promotion consideration and integration of human effect and environmental effect. For reducing the promotion resistance, the study refers to FLOWS, BBM and DRIFT, to proposes an assessment mechanism integrated technical assessment and citizen participation. Finally, Dahan River, Dajia River and Chishan River has been chosen to demonstrate the assessment mechanism.
Two environmental flow components, base flow and flush flow, are considered in Dahan River. The results shows the best suggestion of environmental flow for Dahan River is base flow estimated by MAF10% and flush flow estimated by V>0.8m/s. Three environmental flow components, base flow, overbank flow and flush flow, are considered in Dajia River. The results shows the best suggestion of environmental flow for Dajia River is base flow estimated by MAF10%, overbank flow estimated by estimated by 2 year return period, flush flow estimated by V>0.8m/s. One environmental flow component, base flow, is considered in Chishan River. The results shows the best suggestion of environmental flow for Chishan River is base flow estimated by MAF10%.
