水利規劃試驗所(以下簡稱本所)保存歷年水利規劃試驗研究豐富成果，其中包括日據時期及台灣光復初期等，對水利規劃之書冊圖籍，且本所在各項水利規劃試驗之研究與成果，多為產官學界參考之依據，故相關之成果報告書數量豐富；由於過去書冊圖籍未有相關保存管理辦法，多以簡易包裝封存於地下室等處，保存與流通不易，另對於尚未數化之書冊圖籍進行調閱時，重覆開合、收捲等將破壞已有歷史之書籍文物，造成無法修復的後果。

Only under the basis of previously accumulated experiences, the developments of water resources plannings and testing can be continuously developing and elevating. Therefore, the previously relevant books, diagrams, and operation tools of water resources should be utilized with the digital scientific digitization and then be kept in well. It is the basic work that should be done to promote the development of industrial techniques for the provision of predecessor wisdom and experiences to the descendants for their understanding, value-add, and applications. The Water Resources Planning Institute (WRPI) continuously digitize the historical books and diagrams, as well as cultural artifacts, to keep completely the individual achievements in the experienced process of water planning development. And, it builds up the Water Resources Achievements System (http://museum.wrap.gov.tw/) to provide browse and search. This plan continues the development of water resources digital collections, makes sorting and checking of inventory books and booklets, and then conducts the digitization of checked books and booklets. Through the scanning and filing of books and booklets page by page to allow the previous planned and tested achievements can be re-displayed by the informational scientific technology for the aided facilitation and elevation of water resources techniques. The institute starts the operation of knowledge management since 2007. By collecting and sorting the explicit knowledge and mining the implicit knowledge, it enables the idea of knowledge management to be used in the daily working. The institute makes the connections of digital collections with the water resources planning and testing knowledge management system, as well as the worldwide web of Water Resources Planning Institute, to enable the benefits of digital collections of water resources planning and testing can be integrated and used in the knowledge management, in addition to record the development process of water resources planning, long-term keeping, and heritage. And, it will be gradually step-by-step developed and advanced toward the target as the distribution center of water resources planning and testing knowledge collections.
