水源保育與回饋費自95年1月1日開徵以來，有關水源保育與回饋費徵收之管理、運用及其他回饋作業均仰賴目前建置之「水源保育與回饋費業務系統及網頁」，以控管各地方政府所提計畫及執行經費。另為因應本署水質水量保護區違反管制事項協調會報，提供平台供保護區劃設單位暨各地方政府更新查報最新辦理情形，於本年度計畫，為因應自來水法第12條之4增修，於系統外增加建置水源保育與回饋費繳回及控管作業功能，故為維護該系統運作及配合業務政策變動，爰提本項系統及網頁維護管理計畫。

This project enhenced several system functionalities, created new forms and developed an APP for mobile devices to suit and satisfy business needs for WRA. Besides, we had also extended a functionality to fulfill the Water Supply Act and a module to support the organization and management of water resources conservation events and activities for city/county governments. Moreover, in order to understand the benefits of applying the water resources conservation and compensation fees, we had published a “2012 Water Resources Conservation and Compensation Achievements Annual Review”, which compiled a series of statistics and reports providing a valuable decision-making reference and an effective way to control and utilize the budget. In order to correctly collect fees of water resources conservation and compensation, this project applied spatial analysis on registered water rights data associated with those right possessors to ensure the accuracy and precision of fee charging process. At the final stage, we had selected 2,410 items which are loacted in protection area out of 10,158 water rights data in total. These water right possessors will be charged the fees accordingly from next year. To promote our system as well as the associated policies and principles around the nation, we had held three training programs in Taipei, Taichung and Tainan, with up to 110 participants joining. Besides, we also attened 15 examination meetings and promotion sessions in several townships which worked successfully in receiving feedback.

本報告由經濟部水利署主辦，逢甲大學執行，旨在更新與擴充「水源保育與回饋業務系統」及網頁。該系統自民國95年起開徵水源保育與回饋費，並仰賴此系統進行徵收、管理與回饋作業。 2014年度計畫重點包括： * **系統維護與優化：** 例行性維護、教育訓練，並針對使用者需求優化系統功能。 * **法規因應與擴充：** 配合自來水法修訂，建置保育回饋費繳還撥交子系統，並新增縣市政府統籌辦理水資源保育事項的功能。 * **行動化系統提升：** 強化行動勘查系統，介接外部地籍及地址定位服務，提升資料更新速度與準確性。 * **成果彙編與決策支援：** 編纂「101年度水源保育與回饋計畫成果年報」，提供決策參考資料。 * **水權人篩選與徵收協助：** 協助篩選應徵收回饋費的水權人，並支援徵收作業。 * **推廣與宣導：** 舉辦全國性教育訓練與業務說明會，提升系統與政策的普及度。 此計畫旨在全面提升水源保育與回饋業務的執行效率與資訊公開度，以更有效運用及控管相關經費。
