水(旱)災災害防救業務除平時之減災整備外，災害預警及應變工作為緊急事件之處置，與一般經常性業務於執行方法及作業時間上皆存在極大之差異。旱災災害應變處置著重於水資源之開源及節流，需專業人力定期評估氣候與水情分析；水災災害應變處置著重於防救災資源之預佈及災中依據氣象資訊進行淹水潛勢評估以及早發布避災預警之緊急處置。其災害防救與緊急應變過程所需之人力、專業視該年旱象、颱風、豪雨或各類型災害發生之次數、期間而具有短時間高需求量之特點，故如何有效提供及運用專業人力以協助本署於枯旱期間進行氣候、水資源分析及防汛期間進行災害應變、預警及前置作業，係當前刻不容緩之重要課題。本計畫研擬運用專業機構之專業能力及充足人力資源，平時進行氣候及水資源分析，即時監測與守視颱風或豪雨天氣系統，並進行災害規模及可能淹水區域預判；於災中進行颱風或大豪雨侵襲潛勢、河川水位預估、淹水潛勢、水庫蓄洪評估等一系列工作，以協助掌握災情狀況、且於災後迅速提供應變檢討資訊及撰寫應變處置報告。

Disaster warning and emergency responses are the way to deal the emergent events. It is different from regular operations. The manpower adopted depends on the frequency of typhoons, heavy rains, and other disasters. Therefore, it is an important issue to apply professional manpower efficiently for disaster emergency responses, warning, and preparation.This plan is going to set up the Disaster Prevention Service Group (DPSG) of the Water Resources Agency, Ministry of Economic Affairs (WRA, MOEA) to apply the professional techniques and manpower source of professional agency to monitor typhoons or heavy rains, and to forecast potential inundation areas before disaster warnings issue. During warning periods, forecasting routes of typhoons, rainfall, water levels of rivers, and potential inundation areas are the missions operated by the DPSG to assist WRA to control the disaster situation. After warnings are removed, the DPSG needs to propose emergency operation reports.Furthermore, the DPSG would issue international disaster reports when global serious flood and drought happened. In December, the DPSG would publish the flood and drought annual report, and hold training programs and disaster prevention review meeting of WRA.The DPSG completed the following items ： Cmpleted 70 presentations of national hydrological and water supply situation analysis.Published 155 international disaster newsletters, 50 compiled charts and briefs of International disaster and completed 6 analysis reports of serious flood and drought in the world. Completed to track local government`s informations of flood control and inspection every month.Completed classification and archiving about arranged 13 informations of flood control and droughtHeld the 「floods and droughts prevention and rescue business workshops」 in the June 16th.Completed the drilling scenario of Central Emergency Operation Center and Disaster Prevention Group of the Water Resources Agency, and implement the drilling day at April 24 th, 2014.Completed 228 presentations of severe weather analysis and judgment.At the job of typhoon and heavy rainfall response team：There are 37 times and 66 days strain, totally 1,672 people-hours. Published 290 flood warning circulars and 27 water level warning circulars. Provided 18 presentations of information judgments.Completed 24 reports of strain and handled.Completed website update of Experiential learning center, and add 4events to the system.Completed to view rainfall - flood alert threshold of nine typhoons and heavy rainfall events this years.
